Description
The National Aeronautics and Space Administration (NASA)/Ames Research Center (ARC) plans to issue a Request for Proposal (RFP) for the Rotorcraft Vertical Lift Technology Development (RVLTD). �NASA ARC requires contract services for rotary wing technology development in engineering, research and development, systems analysis and modeling and simulation.� Rotorcraft vertical lift technology and development is defined as technology and development for aircraft capable of hovering and forward flight operation for manned and/or unmanned operations.�� This specifically includes electric vertical take-off and landing (eVTOL) aircraft technologies for urban air mobility emerging new markets.� Technologies that enhance vehicle productivity, range, speed, capacity, performance, design tool development, design cycle reduction, dual-use (civil and military utility), safety, survivability, and environmental and community compatibility are included under this requirement The RVLTD procurement is a re-compete of the current Rotorcraft Wing Technology Development (RWTD) Contracts: NNA15AB11B, NNA15AB12B, NNA15AB13B, NNA15AB14B, and NNA15AB15B. �The contract services include aeronautical engineering, research and development, systems analysis, and modeling and simulation. Current services include the RWTD contract which is a multiple-award Indefinite Quantity/Indefinite Delivery (IDIQ) contract whereby individual task orders are issued during the performance period. Task order topics are drawn from a wide spectrum of rotary wing technology development topics including technology assessments, analysis, design, fabrication, and testing requirements (model-scale, full-scale, and flight) with rotorcraft, including but not limited to aerodynamics, structures, computational fluid dynamics, acoustics, comprehensive analysis, cockpit design and control systems, handling qualities, human factors, prognostics and health management assessments, and systems and economic analysis. CURRENT CONTRACT FEATURES: The current contracts for the RWTD requirement are Contracts NNA15AB11B, NNA15AB12B, NNA15AB13B, NNA15AB14B, and NNA15AB15B with Monterey Technologies, Inc., Bell Helicopter Textron Inc., Georgia Tech Applied Research Corporation, The Boeing Company, and Sikorsky Aircraft Corporation respectively awarded on December 5, 2014 as Multiple Award Indefinite Delivery Indefinite Quantity (IDIQ) contract with Cost Plus Fixed Fee (CPFF) Task Orders with a five-year base period of performance under Full and Open Competition. This pre-solicitation synopsis is issued to replace Request for Information (RFI) synopsis �Rotorcraft Technology Development"", Solicitation #80ARC019R0011 posted on February 7, 2019.� All future communications related to this requirement will be used under Solicitation Number 80ARC020R0011. � The Government does not intend to acquire a commercial item using FAR Part 12. The NAICS Code and Size Standard are 541715 for Research & Development in the Physical, Engineering, and Life Sciences (except Nanotechnology and Biotechnology), with a size standard of 1,000 employees. This requirement will be issued as a Full and Open Competition procurement. Small Business Goal 9%, Small Disadvantaged Business 5%, Woman-Owned Small Business 3%, HBCU/MI 1%, Historically Underutilized Business Zone 1%, Veteran-Owned Small Business 2%, and Service Disabled Veteran-Owned Small Business 1%. The Government is contemplating a Multiple-Award Indefinite Delivery/Indefinite Quantity (IDIQ) contract with Firm Fixed-Price (FFP) and Cost-Plus Fixed Fee (CPFF) task orders for individually identified technical requirements. This procurement will be for five (5) years with a five-year base period.� Options will not be used on this Multiple-Award contract but may be included in resultant task orders if there is a determination for a continuing need for services at the time the requirement is drafted and there is a reasonable likelihood that the option will be exercised. The work will be performed mainly at contractor facilities, with a small possibility of work being performed at NASA Ames Research Center (ARC), Moffett Field, CA depending on task order requirements. The tentative Rotorcraft Vertical Lift Technology Development schedule is shown below: � Draft RFP � January 2020 � Final RFP � March 2020 � Proposals Due �(45 days) � April 2020 � Contract Award � September 2020 The Government does not intend to conduct an industry day in relation to this procurement. NASA FAR Supplement Clause 1852.215-84, Ombudsman, is applicable. The Center Ombudsman (ARC) for this acquisition can be found at https://prod.nais.nasa.gov/pub/pub_library/Omb.html. No solicitation has been issued; therefore, do not request a copy of the solicitation. It is the potential offeror's responsibility to monitor Contract Opportunities website www.beta.sam.gov for the release of a solicitation and amendments (if any).
