- SOLICITATION CLOSES JANUARY 24TH, 2020. EMAIL COMPLETED QUOTES TO breanne.parker@usda.gov. See attachments for further details. The purpose of this contract is to provide lookout services to detect and report smokes or fires within and adjacent to the Umatilla National Forest and the Wallowa Whitman National Forest. The lookouts shall be required to maintain a daily log of events and provide a written summary of events at the end of each contract year. Work shall include monitoring radio traffic, relaying radio messages, plotting fire start locations, providing fire behavior reports, report state of the weather and take weather readings when requested.
