Description

DFAC Linen (i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The Simplified Acquisition Procedures (FAR 13) will be used for requirement. (ii) Under this solicitation, a Request for Quotation (RFQ) is hereby issued and is identified under solicitation number F1S3AJ9128A001. Offerors are required to submit with their quote enough information for the Government to evaluate the requirements detailed in this combined synopsis/solicitation.� Offerors shall submit quotes via email, please note the maximum file size is 10MB. Emails over this file size will not be received.� Submit only written offers; oral offers will not be accepted. This solicitation is issued as a Request for Quote (RFQ). The North American Industry Classification System (NAICS) number for this acquisition is 812320 with a size standard of $6.0 mil, and the PSC code is S209. The Air Force Test Center (AFTC)/PZIOA, Directorate of Contracting, Edwards AFB, CA is seeking sources who are capable of providing Antenna Repair located at Edwards Air Force Base, California. (v) CLIN Nomenclature CLIN 0001- CDC Linen Services POP 12 Months See SOW for further details (vi) Description of the requirement is as follows: 1.1.����� DESCRIPTION OF SERVICES: The contractor shall provide all personnel equipment, tools, materials, supervision and other items and services necessary to perform the laundry cleaning in accordance with industry standards and as required in this Statement of Work. Award will be made to lowest price, technically acceptable offer. This is an ""All or None"" acquisition, incomplete quotes will not be considered. Part II- Technical Quote Each offeror shall submit a Capabilities Statement reflecting the offeror�s ability or experience in repairing pole atennas. (x) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: 1. Price; and 2. Technical (a) Price Evaluation. Total evaluated price will be evaluated for the entire effort. Price must be determined fair and reasonable. (b) Technical Evaluation. Technical Capabilities Statements will be evaluated on a Pass/Fail basis, assigning a rating of ""Acceptable/Unacceptable"". An offeror must demonstrate experience repairing pole antennas in order to receive an ""Acceptable"" rating and to be eligible for award. An ""Unacceptable"" rating will be assigned if the offeror does not demonstrate experience repairing pole antennas and the offeror will not be considered for award. (c) If the lowest priced evaluated offer is judged to be Technically ""Acceptable"" and the offeror is determined to be responsible, that offer is deemed the most advantageous to the government and the evaluation process stops at this point. Award shall be made to that offeror without further consideration of any other offers. (d) If the lowest priced offeror is not judged to be Technically ""Acceptable"", the next lowest priced offeror will be evaluated and the process will continue (in order by price) until an offeror is judged to be Technically ""Acceptable"" or until all offerors are evaluated. (e). The government intends to award a contract without discussions with respective offerors. The Government, however, reserves the right to conduct discussions if deemed in its best interest. Only one award will be made under this solicitation. (1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor's directly pertinent records involving transactions related to this contract. (2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR Subpart 4.7, Contractor Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved. (3) As used in this clause, records include books, documents, accounting procedures and practices, and other data, regardless of type and regardless of form. (End of Clause) 5352.201-9101 Ombudsman OMBUDSMAN (JUN 2016) (a) An ombudsman has been appointed to hear and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes. The ombudsman may refer the interested party to another official who can resolve the concern. (b) Before consulting with an ombudsman, interested parties must first address their concerns, issues, disagreements, and/or recommendations to the contracting officer for resolution. Consulting an ombudsman does not alter or postpone the timelines for any other processes (e.g., agency level bid protests, GAO bid protests, requests for debriefings, employee-employer actions, contests of OMB Circular A-76 competition performance decisions).
