- The National Cemetery Administration (NCA) is soliciting offers under Solicitation No. 36C78620R0011 for the creation of education materials to be posted on a website in support of the Veterans Legacy Program (VLP). The purpose of VLP is to promote memorialization of the nation s veterans legacy enshrined in National Cemeteries. Responses to this SOO will contribute to VLP s Local Legacy, National Heritage program, which seeks to create an experience of learning that builds community and commemoration of veterans legacy, by sharing positive narratives, which may be used to teach, both about the unique individual qualities of the Veteran and about Veterans as a community. Proposals should include one or more of NCA s cemeteries in the region. The partnership may also include in their scope state Veteran cemeteries and/or tribal Veteran cemeteries. Work shall be performed in strict accordance with all terms, conditions, specifications, schedules and drawings. Performance shall be in accordance with the requirements, conditions, terms and representations contained in this solicitation, any pertinent OSHA Occupational and Safety regulations, VA and Federal Security regulations and policies, and any State and/or local regulations, laws and codes. Questions are due by noon on January 7, 2020 to Katherine.iacovelli@va.gov; replies will be posted as amendments. Proposals will be evaluated and award will be made to the responsible offerors conforming to the solicitation, is determined to be in the best interest of the Government, price and other factors considered. A COMPARATIVE ANALYSIS MAY BE USED. An offeror s proposal may not be considered when proposed cost is unreasonably high or unrealistically low. Past Performance is considered of greatest importance; therefore, the Government reserves the right to award a contract to other than the low offeror. Factors that will be evaluated to determine award are past performance, technical approach, and price. Responsibility determination will be made in accordance with FAR 9.1 Responsible Prospective Contractors. Price will be evaluated on the basis of its realism and acceptability to the Government. Risk will be considered in all of these factors. This will be used in conjunction with FAR Part 13 and 15. The NAICS Code is 541720.� Electronic solicitations will be available for download from http://www.fbo.gov on or about December 17, 2019. It may also be cross posted on Grants.gov. This solicitation is being issued as a set aside for universities/museums in partnership with public schools (K-12) located within 150 miles of a National Cemetery. Responses to the solicitation are due by 11:59pm Eastern time on Friday January 17, 2020. Any amendments to the solicitation will also be available at www.fbo.gov and grants.gov.� Offerors are advised they are responsible for obtaining any amendments.� Information shall be submitted in the manner requested in Sections 12 and 13.
