- The USDA Farm Production and Conservation (FPAC) Operations Branch, Acquisition Division is preparing to issue a solicitation on behalf of USDA Natural Resources Conservation Service (NRCS) for work authorized under the Emergency Watershed Protection Program to relieve hazards to life and property due severe storms that impacted the area on June 30th, 2019. The work consists of stabilizing a section of streambank using gabion baskets along a Gandy Creek tributary in Whitmer, West Virginia. The streambank has eroded to the point of bank failure adjacent to a home from severe storms that impacted the area. The performance time to complete the described work and all subsidiary items is 16 days, which includes weekends and built in weather days.� Subsidiary items include Channel Clearing and Shaping, Pollution Control, Seeding Sprigging and Mulching, Removal of Water, Excavation, Earthfill, Contractor Quality Control, Geotextile, and Obstruction Removal. The solicitation will be a Total Small Business set-aside. Interested contractors must be registered as Active, and must complete the annual representations and certifications electronically via the System for Award Management (SAM) at http://www.sam.gov in order to be eligible for award. All necessary permits and land rights have been acquired. A firm-fixed price construction contract is anticipated under Simplified Acquisition Procedures.� FAR Part 13 and 36 apply.� As such, a bid bond is not required and there will be no formal bid opening.� A Request for Quotes is being solicited, and can be supplied via fax, email, or regular mail.� Award will be made to the lowest priced, responsible offeror. An alternative form of payment protection, either a Payment Bond (SF-25A) or irrevocable letter of credit (ILC), in the amount of 100% of award will be required within 7 days of award. The solicitation package, construction drawings and specifications will be posted and available from this site on Monday, January 6, 2020.� Quotes will be due on Tuesday, February 18, 2020 at 12 noon.��� A site showing to review the site will be held on Wednesday, January 15, 2020 at 10:00 a.m.� Interested contractors should plan to meet at the lower building of the Harman Fire Department, US-33, Harman, West Virginia. Performance time is 16 calendar days. Magnitude of proposed construction: �between $100,000 and $250,000. Responses to questions will be posted on or before February 5, 2020.
