- Page 2 of 2 SYNOPSIS: THIS IS A PRE-SOLICITATION NOTICE - The Department of Veterans Affairs (VA), Office of Construction and Facilities Management, Western Regional Contracting Office, This project will be soliciting bids from experienced verified Service Disabled Veteran Owned Small Business from a general construction contractor for construction associated with the Parking Garage Corrections Items & Mental Health and Research Completion Items at the VA Puget Sound Healthcare System, Seattle Division, Washington, Project 663-405, The contractor shall provide all necessary labor, materials, tools, equipment and services needed to complete all items listed in solicitation line item CLINs in accordance with the Specification and Drawing. The Specifications and Drawings will be included in the solicitation. All work shall be accomplished in compliance with all applicable local, state, federal codes, and specifications and drawings. The estimated construction range is between $500,000 and $1,000,000. This project requirements shall be issued in accordance with FAR Part 36. In accordance with P.L. 109-461, this acquisition is restricted to small businesses owned and controlled by Service Disabled Veterans that are Service Disabled Veteran Owned Small Business (SDVOSB) certified. The applicable North American Industry Classification System (NAICS) is 236220 with a small business size standard of $33.5 million. Solicitation documents will be available electronically on or about November 7, 2019 at the FedBizOpps website. NO HARD COPIES OF THE SOLICITATION WILL BE ISSUED. An optional site visit and pre-proposal conference at the Puget Sound Healthcare System, Seattle Division, Washington will be held approximately two weeks after the solicitation is posted. Additional details concerning the site visit will be available within the solicitation after it s posted. Prospective bidders are encouraged to attend the site visit to familiarize themselves with the project, project site and conditions which may impact your costs. Upon review of the solicitation documents, prospective bidders are encouraged to provide questions and comments, in writing, regarding the solicitation documents, prior to the scheduled site visit, to the Contract Specialist via email to�Dominik.Gammon@va.gov.� Notice of Interest | Parking Garage Corrections Items & Mental Health and Research Completion Items | 36C10F19B0006 | 663-405 should be referenced on all correspondence regarding this announcement and pending solicitation. There will be at the public bid opening at the with the VA Puget Sound Healthcare System, Seattle Division, Washington of all offerors received in a timely manner. All offerors must ensure that their firms have the ability to provide a Bid Bond as well as both 100% Performance and Payment Bonds. The proposals will be evaluated, and award made utilizing the Sealed Bidding procedures method per FAR Part 14. The contract will be awarded subject to availability of funds. Bidders are advised that award may or not be made without discussion. The prices exceed the range of acceptance, the Government will convert the solicitation in a request for proposal and conduct negotiations and or only award CLIN line Items. The deadline for proposals is expected to be thirty (30) days after the solicitation is posted. All contractor work is expected to be completed within 180 calendar days after the notice to proceed is issued. Interested firms are reminded that in accordance with FAR Part 4.11, prospective contractors are required to have an active registration in the System for Award Management (SAM) and FAR Part 4.12, All SDVOSBs submitting an offer must be registered and will be verified as SDVOSB s by the Contracting Officer in the VetBiz Information pages located at https://www.vip.vetbiz.gov/. This announcement serves as the notice for this project per FAR 36.213-2. Contractors will be notified by e-mail of any new amendments that have been issued and posted. No other notification of amendments will be provided. Contractors are advised that they are responsible for obtaining and acknowledging any amendments to the solicitation.
