Description
Offerors are hereby notified that the Request for Proposal (RFP) for the Surface Electronic Warfare Improvement Program (SEWIP) Block 3 Electronic Attack (EA) Subsystem production and integrated AN/SLQ-32(V)7 system requirement N00024-19-R-5519 has been posted.� �� Information related to the SEWIP Block 3 EA subsystem production and integrated AN/SLQ-32(V)7 system requirement was previously posted on 6 August 2019 under the presolicitation notice: SEWIP BLOCK 3 EA SUBSYSTEM PRODUCTION AND AN/SLQ-32(V)7 INTEGRATION, solicitation number N0002419R5519.� Please refer to this solicitation notice (N0002419R5519) and all subsequent updates/posts for the most current documents and information.�� All questions shall be submitted in accordance with the instructions found under Section L of this solicitation.� Please note: Solicitation N0002419R5519 found under this notice includes updated language from the Draft Solicitation N0002419R5519 under the previous presolicitation notice. There will be classified attachments for the solicitation phase. Technical documents and other Government Furnished Information (GFI) will be provided by mail as well as in a library (referred to as the ""Bidder's Library""), located on the Naval Systems Engineering Resource Center (NSERC) website, with restricted access.� Interested parties in receipt of the GFI provided as part of the most recent upload to the Bidder�s Library on 7 November 2019 do not need to re-request GFI intended to be mailed as they are already in receipt of the most current data, and should only check the online Bidder�s Library for any potential additional GFI. Responses to Bidder�s Questions submitted against the draft RFP are included as an attachment with this post. Additionally, a letter signed by the Contracting Officer which outlines the current data rights is also attached with this post. This letter may be used to support industry efforts obtaining quotes for parts contained in the TDP. GFI ACCESS: Offerors will be required to have an NSERC account to gain access and view the documentation in the Bidder's Library. Attachment J-S3 of this pre-solicitation notice provides offerors with the necessary steps to obtain both an NSERC account and approval to access to the Bidder's Library, as well as to receive mailed GFI. IMPORTANT: In order to receive GFI and be considered for contract award, each company must have a SECRET facility clearance before receipt of GFI.� Therefore, prime contractors interested in bidding under any subsequent solicitation must be able to receive classified documents up to the SECRET level and must be a United States (U.S.) company or an independent U.S. subsidiary.� Offerors must be a United States (U.S.) company or an independent U.S. subsidiary, although the Navy will consider foreign contractors acting as subcontractors to U.S. prime contractors. �The export of defense articles, defense services, and related technical data is subject to the Arms Export Control Act and the International Traffic in Arms Regulations (ITAR) and requires the issuance of an export license by the U.S. Department of State. Contractors interested in receiving these documents shall complete Attachment J-1, DD Form 254 (Contract Security Classification Specification), Attachment J-S4 (Classified Terms of Use Agreement), Attachment J-S5 (Unclassified Terms of Use Agreement), and Attachment J-S6 (Classified Material Request) attached to this solicitation notice.� In addition, companies shall provide a current copy of their approved DD Form 2345, Military Critical Technical Data Agreement, verifying eligibility and authority to receive export-controlled information.� Upon receipt, the Contracting Officer will be able to provide the requested documents (classified documents will be mailed to the Contractor's Facility Security Officer).��The Government will not provide sponsorship for new or upgraded personnel or facility clearances.� Contractors that provided these documents as part of the presolicitation notice are not required to provide them again unless their information has changed or additional subcontractors are being listed on the Terms of Use Agreement. The above documents shall be submitted via email to the Contracting Officer,�holly.danner@navy.mil, with a copy to the following Point of Contact(s), danielle.hinton@navy.mil and michelle.s.gu@navy.mil.� �� Supplemental information that further details and supports this effort is available via the Bidder's Library. Interested parties are encouraged to continuously monitor the Bidder's Library for periodical updates.� Offerors who have access to the current Bidder�s Library and have received GFI (classified and unclassified) under the presolicitation notice N0002419R5519, DO NOT need to re-submit Terms of Use Agreement documents.� However, please note, the latest GFI update to the Bidder�s Library uploaded 7 November 2019. Prospective offerors may use the attached authorization letter to obtain quotes for the U.S. Government assigned parts in response to this solicitation's GFI Technical Data Package (TDP).
