Description
The US Air Force Space and Missile Systems Center (SMC) Tactical SATCOM Division intends to acquire a Government certified and operational Protected Tactical Waveform (PTW) modem. This new acquisition is referred to as the Air Force and Army Anti-jam Modem (A3M). To acquire this A3M capability the Government has chosen to use an Indefinite-Delivery/Indefinite-Quantity (IDIQ) contract allowing rapid and flexible acquisition. The RFP includes the IDIQ Statement of Work (SOW) and Delivery Order 1 (DO1) SOW. The IDIQ SOW includes efforts related to the research and development, production, sustainment, and any necessary, and/or related services for the terminals and terminal components for Protected Tactical SATCOM (PTS), Commercial SATCOM (COMSATCOM), or Wideband Global SATCOM (WGS) phase of the Protected Anti-Jam Tactical SATCOM (PATS) system of systems. The DO1 SOW includes the design, engineering development, fabrication, integration, certification and testing of the A3M 1U form factor modem for use in the Air Force Global Multiband Terminals (GMTs) and Army Space Transportable Terminals (STTs). It includes the associated program management, system engineering, cyber security, human engineering and logistics support planning requirements. Subsequent DOs will be authorized under this IDIQ for the production and procurement of the A3M modems and follow-on development and production of other PTW modem variants and terminal subsystem enhancements. Update 3 Dec 2019: Proposal due date is changed from 19 Dec 2019 to 21 Jan 2020. Past performance volume due date is the same as the overall proposal due date of 21 Jan 2020. In addition, Government responses to industry Final RFP questions are uploaded in the Attachments section of this announcement page. Lastly, an RFP Amendment will be issued to formalize changes to the impacted RFP docs as a result of the Government's responses to industry final RFP questions.� Update 20 Dec 2020:�The purpose of this RFP Amendment is to provide updated technical documents for the Protected Anti-jam Satcom (PATS) baseline update (PATS Rev C) and update the following Final RFP documents: Section L (Instructions to Offerors), IDIQ Statement of Work, PATS Technical Requirements Document, Small Form Factor Technical Requirements Document, IDIQ Compliance and Reference Document, Contract Data Requirements List, Delivery Order 1 Statement of Work, and Delivery Order 1 Compliance and Reference Document. Interested vendors are instructured to access the A3M Bidders Library for updated compliance and reference documents that resulted from the PATS Rev C update as well as the Final A3M RFP documents. In this announcement, the Government�s responses to industry Final RFP questions are uploaded to include two additional questions and answers (also uploaded in the Bidders Library). �
