Description
This is a Sources Sought announcement for market research and planning purposes.� This is not a Request for Proposals.� It does not constitute a solicitation and shall not be construed as a commitment by the government.� Responses in any form are not offers and the government is under no obligation to award a contract as a result of this announcement.� No funds are available to pay for preparation of responses to this announcement.� Any information submitted by respondents to this announcement is strictly voluntary.� Responses will not be returned to the responder.� Not responding to this notice does not preclude participation in any future request for quote (RFQ), invitation for Bid (IFB) or Request for Proposal (RFP), if issued.� If a solicitation is released it will be synopsized on the government-wide point of entry (GPE).� It is the responsibility of potential offerors to monitor the GPE for additional information pertaining to this requirement. The Indian Health Service is conducting market research to garner interest in the capabilities of a Technical Writer to write manuals that document procedures developed with workgroup partners around aftercare processes.� In addition to the written portion of the manuals, the manuals will also include charts and graphics.� A final written report on all of the activities of the aftercare project will also be required. Write data collection and outcome evaluation manual (approximately 5-10 pages) that explains the data collection process, analysis, and results, including graphics.� Information will be provided by the California Area Office, Indian Health Service. Write a manual (approximately 100 pages) for referents that explain how to care for youth and their families once they enter treatment at the Youth Regional Treatment Center (YRTC), including information about caring for youth and their Families after they leave treatment at the YRTC. Responses to this notice shall be limited to 2 pages, front and back is permissible, and must include: 1.� Company name, mailing address, e-mail address, telephone and website address (if available) and the name, phone number, and email address of the point of contact having the authority and knowledge to clarify responses with Government representatives. 2.� Company�s demonstrated capability to meet the requirements and perform a contract of this complexity.� Unless a GSA schedule contract is used, the LPTA process will be used for award. 3.� Business size for NAICS 71150, AND STATUS, IF QUALIFIED AS AN 8(A) FIRM (MUST BE CERTIFIED BY sba), Small Disadvantaged Business (must be certified by SBA), Woman-Owned Small Business, HUBZone firm (must be certided by SBA), and/or Service-Disabled Veteran-Owned Small Business (must be listed in the VetBiz Vendor Information Pages). Additional information on NAICS codes can be found at www.sba.gov 4.� Companies also must be registered in the System for Award Management (SAM) database (http://www.beta.SAM.gov) in order to be considered as potential sources. 5.� Identification of the firm�s GSA Schedule contract(s) by Schedule number and contract number and SINs that are applicable to ;this potential requirement are also requested. 6.� If the company has a Government approved accounting system, please identify the agency that approved the system. No telephone or facsimile requests will be accepted.� Questions concerning submissions should be directed to Marilyn.Duran@ihs.gov; responses received will be evaluated; however, a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. Place of Performance Contractor may work from their own home office the majority of the time.� Some travel may be required to the Youth Regional Treatment Center located in Hemet, CA; other travel may be required to the California Area Office in Sacramento, CA; to attend meetings.
