Description
THIS NOTICE DOES NOT CONSTITUTE A REQUEST FOR EITHER A QUOTE OR PROPOSAL, OR AN INVITATION FOR BID.� THE INTENT OF THIS SOURCES SOUGHT IS TO IDENTIFY POTENTIAL OFFERORS FOR MULTI-FUNCTION SUPPORT SERVICES (MFSS) AT NAVAL AIR STATION (NAS) CORPUS CHRISTI AND NAVY OPERATIONAL SUPPORT CENTER (NOSC) HARLINGEN.� NO SOLICITATION, SPECIFICATIONS OR DRAWINGS ARE CURRENTLY AVAILABLE.� The purpose of this notice is to gain knowledge of qualified and interested U.S. Small Business Administration (SBA) certified 8(a) business development participants.� Potential sources should have current relevant qualifications, experience, personnel, security approvals, equipment, and capability to perform multi-function support service contracts at Naval Air Station Corpus Christi and NOSC Harlingen, Texas.� NOSC Harlingen is approximately 2 hours and 30 minutes from NAS Corpus Christi.� The type of solicitation to be issued will depend upon responses to this sources sought notice.��� Any resulting contract will be a facilities support indefinite-quantity contract and include recurring work/firm fixed price (FFP) and non-recurring work/ indefinite delivery indefinite quantity (IDIQ) provisions.� The contract term is anticipated to be a base period of year, with four one year option periods.� The recurring work base year requirement will be the overall minimum guarantee.� There will be a phase-in period, and the anticipated performance start date is 1 October 2020.� The proposed requirement will provide multi-function support services for the following Sub-annexes: 1502000 Facility Investment (provide sustainment, restoration and modernization of facilities and building systems such as: auto lifts, fire protection systems, vertical transportation equipment (VTE), and HVAC systems); 1503010 Custodial; 1503020 Pest Control; 1503040 Other (swimming pools); 1503050 Grounds Maintenance and Landscaping; 1604000 Wastewater (wastewater instrumentation and control systems preventative maintenance); 1606000 Water (water instrumentation and control systems preventative maintenance and water softening services maintenance); and 1700000 Base Support Vehicles & Equipment (BSVE) (fire truck equipment maintenance and repair).� The 1503040 Other (swimming pools), 1604000 Wastewater, 1606000 Water, and 1700000 BSVE services are specific only to NAS Corpus Christi.� The 1503010 Custodial, 1503020 Pest Control and 1503050 Grounds Maintenance and Landscaping services are specific only to NOSC Harlingen.� Both locations contain the 1502000 Facility Investment services.� This requirement is performance based.� These services are currently performed under two contracts awarded to 8(a) certified small businesses.� It is anticipated that for evaluation purposes, with the exception of potential offerors covered by Mentor-Prot�g� Agreements approved by SBA, if a potential offeror is a Joint Venture (JV) or partnership, the offeror must demonstrate joint prime contractor relevant experience on at least one project; or each member of the JV or partnership must demonstrate prime contractor experience on at least one relevant project.� The Government will use the sources sought responses along with other market research to make various determinations regarding procurement of these multi-function support services.� The estimated annual magnitude for this procurement is between $1M and $3M. The primary NAICS Code for this procurement is 561210 with a size standard of $41.5M.
