Description

Request for Information (RFI): Request For Comment and Feedback on the United States (US) Army Positioning, Navigation, and Timing (PNT) Reference Architecture (RA). Description The Army Contracting Command Aberdeen Proving Ground (ACC-APG) Division C, in support of Project Manager (PM) PNT, Program Executive Office Intelligence (PEO) Electronic Warfare and Sensors (IEW&S) is requesting industry feedback on feasibility and ability to implement, as well as general comments on the US Army PNT RA. The PNT RA will guide and constrain Product Manager (PdM) level design and procurement for all materiel solutions that consume, provide, or host PNT information. The PNT RA defines interface standards and provides guidance for software development in PNT systems. The PNT RA is export controlled under a DISTRIBUTION STATEMENT D. To obtain a copy of the document for review purposes, your eligibility will have to be verified by the Government. At this time, PM PNT is only soliciting comments back from verified Cleared Defense Contractors with an active Commercial and Government Entity (CAGE) Code. The adjudication and response process is as follows: 1. The interested and cleared company provides the ACC-APG contracting point of contact (POC) with the required information, detailed below. 2. ACC-APG forwards the company CAGE code and POC information to PM PNT. 3. PM PNT Security verifies that a valid company clearance exists in the Department of Defense (DoD) Industrial Security Facilities Database (ISFD). 4. PM PNT releases a soft copy of the PNT RA v2.0 and comment response matrix (CRM) to the verified company POC. 5. The company reviews the PNT RA and fills out the CRM with comments. 6. The company releases a copy of the CRM and accompanying files back to PM PNT. 7. Further correspondence, including questions and comments, will be handled by PM PNT. This RFI is for Industry feedback only and shall not be considered as an Invitation for Bid (IFB), Request for Quotation (RFQ), Request for Proposal (RFP), or an obligation on the part of the Government to acquire or modify any products or services. Responses to this request are voluntary and will not affect an organization's ability to submit a proposal if, or when, an RFP is released. The requested information is for planning purposes only and does NOT constitute a commitment, implied or otherwise, that a procurement action will be issued. No entitlement to payment of direct or indirect costs or charges by the Government will arise as a result of responses and cannot be accepted by the Government to form a binding contract. The Government reserves the right to reject input resulting from this request. This request does not constitute a solicitation for proposals or the authority to enter into negotiations to award a contract. No funds have been authorized, appropriated, or received for this effort. The Government shall not be liable for or suffer any consequential damages for any improperly identified proprietary information. No award will be made as a result of this request. This request is for informational purposes only to promote exchanges of information with industry in accordance with FAR part 16.505. The Government will not pay for any information and/or materials received in response to this request for information and is in no way obligated by the information received. Parties responding to this RFI are responsible for adequately marking proprietary or competition sensitive information contained in their response. The Army PNT RA v2.0, is not binding and does not dictate contract direction at this time. Any and all ongoing efforts for PM PNT or any other Project Manager will continue to follow current contractual agreements. All information and materials that are marked or designated as corporate or proprietary will be fully protected from any release outside the Government. Information and materials submitted in response to this request will not be returned. Clarification and/or comment adjudication may require follow-up contact. Responding to this RFI: Interested sources may only provide one (1) submission per CAGE code. Interested sources may submit multiple capabilities within one (1) submission. If a company has different business sectors which hold different CAGE codes, each sector can provide a submission with the following administrative Information: a. Company Name b. Responses to the RFI will not be returned. Responses to the RFI may be used to develop government documentation. Responses to the RFI will not receive feedback from the government once reviewed. All information marked as proprietary information will be safeguarded to prevent disclosures to non-government personnel and entities. Your interest in this response is appreciated. All interested companies or organizations are encouraged to respond to the RFI by providing information by 4:00 PM EST on 7 February 2020. Include RFI ID number PNT Reference Architecture RFI in the subject line. All requests for further information shall be in writing and via email to the PM PNT POC. This POC information will be provided when a soft copy of the PNT RA v2.0 and CRM is been released; telephonic requests will not be accepted.
