- NASA Ames Research Center (ARC) intends to extend Contract NNA13AB87C, Project and Engineering Support Services Contract (PESS), with Millennium Engineering and Integration (MEI) on a sole source basis pursuant to 10 U.S.C 2304(c)(1), and FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services will Satisfy Agency Requirements. The Government continues working on the follow-on acquisition (PESS II) and MEI is the only company that can complete the required activities and avoid unnecessary delays in fulfilling the mission while the follow-on requirements are being competed. No new requirements will be competed under the current PESS contract during this extension period. Information on the follow-on competition is available on FBO under announcement number 80ARC019R0003.The purpose of the extension is to continue to provide project and engineering support services to NASA ARC including, but not limited to all flight and mission projects, and all advanced engineering capabilities needed to support the research and development (R&D) mission of the Center. For flight and mission projects the PESS contract provides engineering support for all phases of engineering and project management in a project life cycle as defined in NASA Procedural Requirement (NPR) 7120.5. The extended performance period will consist of an eight-month base period and two two-month option periods for a total possible extension of twelve months. The period of performance will be extended from April 1, 2020 through March 31, 2021, if all option periods are exercised. The Government does not intend to acquire a commercial item using FAR Part 12. This notice of intent is not a request for competitive proposals. �Notwithstanding this stated intent, interested organizations may submit in writing their capabilities and qualifications to perform this proposed procurement action to the identified point of contact no later than 1:00PM PST on January 9, 2020. �All responsible sources may sub�mit their capabilities/qualifications which shall be considered by the agency. �Such capabilities/qualifications will be evaluated solely for the purposes of determining whether or not to conduct this procurement action on a competitive basis. �A determination by the Government not to compete this procu��rement action on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the Government. �Questions regarding this notice MUST be submitted in writing to the point of contact identified below no later than 11:00 AM PST on December 31, 2019.� Oral communications are not acceptable in response to this notice. � NASA Federal Acquisition Regulation Supplement (NFS) clause 1852.215-84, Ombudsman, is applicable.
