Description
NASA/Goddard Space Flight Center (GSFC) has a requirement to provide continued services in support of the first Joint Polar Satellite System (JPSS) satellite (JPSS-1). The initial JPSS-1 contract awarded to Ball Aerospace (BA) was for the development and manufacture of a unique Ball Configurable Platform Spacecraft Bus (BCP 2000) tailored to JPSS-1 requirements and included launch, a 90-day post-launch commissioning period, and seven years of sustaining engineering for the JPSS-1 BCP 2000 Spacecraft.� JPSS-1 launched on November 18, 2017 and the on-orbit sustaining engineering effort started on February 18, 2018.� The Ball JPSS-1 delivery order requirements for sustaining engineering, period of performance ends in March 2020. This sustaining engineering support is tied to the Rapid III master contract which ends in March 2020.� Historically task order engineering pool hours were added to the delivery order as needed but this capability ends with the Rapid III master contract completion date in March 2020. The JPSS-1 Spacecraft contract was awarded under the NASA GSFC Rapid Spacecraft Development Office (RSDO) Master Contract in September 2010 to Ball Aerospace as a delivery order.� There is a need to continue the JPSS-1 support requirements, which are scheduled to end in March 2020.� The JPSS-1 effort is being extended and added under the JPSS NPP contract, which provides for the same requirements as JPSS-1 mission.� It is critical to continue this support and adding the JPSS-1 work as new work supplemental agreement to the NPP Contract is the most efficient way to execute these requirements, which is critical in addressing any future on-orbit events for failures that would jeopardize the JPSS-1 mission. National Aeronautics Space Administration (NASA) Goddard Space Flight Center (GSFC) intends to expand the scope for the current Suomi National Polar-orbiting Partnership Sustainability (SNPPS) contract (NNG17XA01C) for on-orbit support of the Suomi National Polar-orbiting Partnership (S-NPP) satellite to include on-orbit support for the first Joint Polar Satellite System satellite (JPSS-1).� Both satellites share a common proprietary design and serve as operational satellites for the National Oceanographic and Atmospheric Administration (NOAA). NOAA has operated a series of polar orbiting meteorological observation and measurement satellites since the 1960s.� The daily weather and climate data provided by the sensors carried by the NOAA polar weather satellites are a critical element in providing accurate weather forecast information to military and civilian Federal Agencies, state and local governments, International Partners, the news media and the general public.� The continuity of weather and climate data is critical to the national interest and must be maintained in order to provide the timely warning of impending storms and other severe weather, thus protecting life and property, promoting the safety of international and domestic land, sea and air transportation systems, and facilitating the mitigation of the impacts of and recovery from the impact of significant weather events.� JPSS-1 entered into service for NOAA in February 2018. NASA will award a modification to the SNPPS contract to add JPSS-1 to the scope while simultaneously ending the remaining Flight Software and Simulator Maintenance Pre-Priced Changes (PPCs) under the JPSS-1 Delivery Order given the SNPPS contract was set up to cover those requirements. Combining these two contracts for the same requirement, proprietary software support is the most efficient way to address the continued need of the SNPP and JPSS-1 missions.� Therefore, the addition of JPSS-1 to SNPPS contract will include the JPSS-1 Anomaly Support Task Order (TO), JPSS-1 Simulator Maintenance Pre-Priced Change (PPC) and JPSS-1 Flight Software Maintenance PPC requirements.� The SNPPS period of performance ends in March 2022 and this JPSS-1 new work addition will mirror that period of performance. The BCP-2000 is a Ball Aerospace heritage spacecraft bus used on S-NPP and JPSS-1 satellites with numerous proprietary design elements along with a significant amount of protected and limited data that would not be readily available to any other vendor.� Ball Aerospace is the only qualified vendor to provide in-depth technical support with the requisite test beds and simulators developed under the S-NPP and JPSS-1 programs to ensure the continued operational status for the JPSS-1 satellite. The SNPPS contract modification only adds JPSS-1 as an applicable satellite, the work defined under the SNPPS Statement of Work will not change.� Once the SNPPS contract has been modified to add JPSS-1, task orders will be issued to perform the following JPSS-1 services: recommending modifications to the current operational JPSS-1 satellite to address on-orbit anomalies, failures, or aging issues; modifying, validating and delivering JPSS-1 spacecraft flight software loads to address on-orbit anomalies, failures and aging; maintaining the JPSS-1 test beds and simulators for anomaly troubleshooting and resolution, and flight software modification and validation; maintaining the test bed interfaces so that the JPSS-1 instrument Engineering Development Units (EDU) can be integrated into the JPSS-1 test bed for instrument interface troubleshooting and upgrading all JPSS-1 simulators or developing new JPSS-1 simulators if required due to obsolescence. Statutory authority for this sole source procurement is 10 U.S.C. 2304 (c)(1) � Only One Responsible Source. However, any organization that believes they can provide these items without any detrimental impact to the program mission should fully identify their interest and capabilities within 15 days after publication of the synopsis. Immediately upon contract award, the contractor will need to provide technical support to sustain the JPSS-1 satellite that includes but is not limited to anomaly resolution support for the spacecraft, spacecraft to instrument interfaces, and spacecraft to ground interfaces.� Interested organizations may submit their capabilities and qualifications to perform any of these efforts in writing to the identified point of contact no later than 1:00�PM EST on January 7, 2020. Such capabilities/qualifications will be evaluated solely for determining whether to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the Government.
