Description
The United States Agency for International Development (USAID) is seeking proposals for a fourth party logistics provider (4PL) to establish an effective and efficient transportation system for medical commodities to public health facilities across the country. As a key strategy to enable the achievement of USAID and Ministry of Health goals by improving availability and access to medicines, the contractor will provide monthly medicine delivery to health service delivery points with appropriate control mechanisms for quality and security. USAID anticipates awarding a three-year contract, with no options years to�qualified organizations�with specialist resources such as industrial engineers and supply chain practitioners; knowledge and experience gained across regions, sectors, and industries; and providing cost efficiency by deploying at scale to participate in a solicitation. The activity focuses on the provinces to address the last mile of the public health supply chain, where challenges are most acute and current systems and support structures are insufficient. This activity aims to bring a specialized technical and functional focus to a fragmented supply chain challenged by inadequate infrastructure, human resources, accountability mechanisms, and information systems. The USG invests significantly in the health supply chain in Mozambique, primarily through the Global Health Supply Chain � Procurement and Supply Management (PSM) project, Last Mile Supply Chain (LMSC) project and clinical implementing partners based in the provinces. USAID anticipates that the CHEGAR activity will maintain a close coordination and working relationship with LMSC at the central and provincial levels and the clinical implementing partners in the provinces.
