- THIS IS A SOURCES SOUGHT NOTICE ONLY. This notice does NOT constitute a request for proposal, request for quote, or invitation for bid. No formal solicitation document exists at this time. Market Research is being conducted to Service Disabled Veteran Owned Small Business (SDVOSB), Veteran Owned Small Business (VOSB), Small Business, Small Disadvantaged Business, 8(a), Woman Owned Small Business or HUBZone interests. The Department of Veterans Affairs Medical Center (VAMC) is trying to determine whether to set-aside an acquisition to provide Digital Wayfinding Services for the Charles George VAMC located in Asheville, NC. The NAICS 541430 is applicable to this acquisition; with a size standard of $8.0 Million. If your company is capable and interested in performing these services, please notify our office of your intent. Contractor shall provide all personnel, equipment, supplies, transportation, tools, materials, supervision, and other items necessary to perform necessary services for maintaining the already established campus booklet visitor guides and interactive map on the web for the Charles George VA Medical Center (VAMC) in Asheville, NC. The VAMC currently has a wayfinding system in place. The Contractor must be compatible with the current system and perform the services based on this portal. The current server that is in place at the VAMC is ArcGIS Online. The following specs of the server are as follows: ArcGIS Server requires Microsoft Visual C++ 2017 (update 5 or later) Redistributables (x86 and x64). The system and hardware required to run�Portal for ArcGIS�are listed below. If your�Portal for ArcGIS�organization will use�ArcGIS Pro, you will also need�ArcGIS License Manager�2018.1 to configure your licenses to specify which members can use these applications. Microsoft Windows�operating system requirements The following 64-bit operating systems satisfy the minimum operating system requirements. Support is not provided for 32-bit operating systems; the setup will only proceed if the operating system is 64 bits. Portal for ArcGIS�is not supported on domain controllers. Note: Portal for ArcGIS�requires�Microsoft Visual C++�2017 (update 5 or later) Redistributable (x64). *ArcGIS products will not be supported on Windows 7 or Windows Server 2008 R2 after January 2020, due to Microsoft s extended support for Windows 7 and Windows Server 2008 R2 ending on January 14, 2020. Highly recommends moving to a later version of Windows, well before the January 14, 2020 date. Note: Windows�10, 8.1, and 7 are supported for basic testing and application development use only. They are not recommended for deployment in a production environment. Hardware requirements The following are the minimum hardware requirements to install�Portal for ArcGIS: Processor: 4 cores for 100 concurrent users Memory/RAM: 8 GB Disk space: 10 GB Firewall settings Portal for ArcGIS�communicates on ports 7080, 7443, 7005, 7099, and 7654. You'll need to open these ports on your firewall before installing the software. Domain name service and fully qualified domain name requirements Domain name service (DNS) needs to include an entry of the fully qualified domain name (FQDN) of the machine hosting�Portal for ArcGIS. Note: Portal for ArcGIS�only supports a single DNS. Therefore, you must be able to; Configure�ArcGIS Web Adaptor�with your portal. Federate an�ArcGIS Server�site�with your portal. Add�Portal for ArcGIS�to your organization's�reverse proxy server. SSL certificates Portal for ArcGIS�is configured with a self-signed server certificate. Configuring each applicable ArcGIS component with a certificate from a corporate or commercial CA. ArcGIS Web Adaptor ArcGIS Web Adaptor�is a required component of�Portal for ArcGIS, which allows you to integrate your portal with your existing web server and your organization's security mechanisms. You cannot deploy�Portal for ArcGIS�in your organization without the Web Adaptor. Supported virtualization environments All components of�ArcGIS Enterprise�are fully supported on virtual environments as long as they run on supported operating systems. When running third-party applications with�ArcGIS Enterprise, such as relational databases, the application must also be supported in a virtual environment. Check the third-party vendor for its virtualization support. The following virtualization environments are known to perform well with�ArcGIS Enterprise�and its components: VMware vSphere�6.5, 6.7 Microsoft Hyper-V The services included in this requirement are as follows: Campus Map Booklet (12 Pages) to include: Attractive cover design (typically, a cover design incorporating a medical center photo or a grouping of photos depicting various hospital scenes and activities) Exterior 3-D rendering of hospital campus, including parking areas with lines, hospital entrances clearly marked, building labels where necessary, etc. As needed interior floor plans depicting primary destinations (with location text labels) and wayfinding features (corridors, elevators, stairwells, vending, restrooms, telephones, etc.) Alphabetical listing of primary and secondary location/services Ancillary hospital/visitor information (visiting hours, smoking/cell phone policy, parking information, cafeteria/gift shop hours, etc.) Asheville VA Health Care System vicinity map depicting interstate highways, major and secondary thoroughfares, prominent landmarks, hospital clinics (CBOC's), etc. Proofs Vendor creates layout, design and development of a full color visitor map in the following formats as l51 proofs which will be delivered to Asheville VA Health Care System for review: 3 - Hard Copy - 12-page Campus Map Booklet - 7"" x 9"" Self-Cover Booklet. All future proofs will be sent digitally through email. Interactive Map on the Web Features of the Desktop Interactive will include: Interactive 3-D Rendering and Floor Plans. Point A to Point B Navigation for mobile devices. Standard HTMLS (Compatible on HTMLS browsers) Show Veterans and visitors the best entrance and parking areas based on their destination. Provide route markers through our hospital, showing patients how to get to their requested destination. Incorporate specialty service information, static pictures, videos and hyperlinks. Use roll-overs to display instant information for a building (desktop). Help patients become more comfortable with the logistics of your facility, increasing the Patient Experience. Provide custom turn by turn directions using specific landmarks if needed. Measurements are not to be used because most people cannot keep up with distance. Each floor design on the interactive map will be identical to the hard copy maps that are provided to Asheville VA Health Care System. Blueprints are not acceptable on the interactive map but the same floor designs which are visually pleasing and easy to understand. Floor maps and step by step directions can be printed (B&W or color) so the Veteran and visitor can bring the map with them to see exactly how to get to the department. Veteran and visitors will be able to send the step by step to their mobile phone as they view the interactive map on the desktop version. The phone number will not be distributed or collected for any other purpose. Yearly Software Maintenance Agreement will be offered to Asheville VA Health Care System to include the following: Software updates as part of the maintenance agreement Software to remain on the vendor's server in order to perform edits very quickly All edits made to the interactive map on the web will also be made to the hard copy maps at the same time. This will ensure that reprints will have the latest changes to the campus maps. As signage changes, the interactive maps and the hard copy maps will also be changed as needed. 10 hours of edits per year are included in yearly software maintenance agreement.
