Description
The purpose of this synopsis is to notify interested parties the USTRANSCOM Acquisition Directorate anticipates issuance of a solicitation to provide Air Terminal and Ground Handling Services (ATGHS) for the Air Mobility Command (AMC) at Seattle-Tacoma International Airport (SEATAC), Seattle-Tacoma, Washington. The Contractor shall provide Commercial Passenger Services at SEATAC on behalf of Air Mobility Command in support of the Defense Transportation System. The Contractor shall provide all technical support, personnel, supervision, equipment, tools, materials, facilities, and other items and services, (except as specified within the contract as government-furnished materials, equipment, facilities, services, and training), as required by the PWS. In addition, the Contractor shall provide office space to perform contract requirements. The Contractor shall provide a control function that manages all information and resources required to receive, document, plan, and move passengers and cargo, facilitate on-time mission departures and ensure maximum aircraft utilization. The Contractor shall provide a complete range of passenger and baggage services. The Contractor shall control, safely process and manifest Mission Capability (MICAP) cargo. The Government plans to award a contract with a base period of 1 Oct 2020 - 30 Sep 2021 and four one-year options through 30 Sep 2025.� The NAICS code is 488119.� A Request for Proposal will be available on https://beta.sam.gov on or about 6 Feb 2020.� No hardcopies of this solicitation will be issued.�� All responsible sources may submit a bid, proposal, or quotation, which shall be considered by the USTRANSCOM/TCAQ.� This procurement will be a competitive best value source selection. �The Government will conduct a Past Performance Price Tradeoff source selection in which competing offerors� past performance will be evaluated on a basis significantly more important than cost or price considerations.� Technical factor (staffing) will be evaluated on an acceptable/unacceptable basis.� The anticipated award date is 30 Jun 2020.� A pre-proposal conference and site visit is tentatively scheduled for 11 March 20 at Scott AFB, Il. �Names (last, first, middle) of attendees (not to exceed two per company), company�s name, and contact information must be submitted to the points of contact no later than close of business �27 Feb 2020. �Individuals shall be labeled as primary and alternate. �NOTE: �Offerors not responding with this information in a timely manner may not be admitted to the conference due to space restrictions. �
