Description
The U.S. Army Corps of Engineers, New England District is issuing a Sources Sought Announcement for a construction project for the Cape Cod Canal Bourne and Sagamore Bridges Rehabilitation of Highway Lights project, in the town of Bourne, Massachusetts to determine the interest, availability, and capability of Small Business concerns as described below.� The NAICS code for this procurement is 238120 - structural steel erecting or iron work contractors.� The estimated construction cost is between $1,000,000.00 and $5,000,000.00.� The project is planned to be issued on or about June 2020.� The construction will occur during 2020-2021 and is expected to last from 3 to 6 months. Constructed originally during the 1930s, the Bourne and Sagamore Bridges are the only automobile bridges across the Cape Cod Canal and provide access to the Cape Cod peninsula. This project involves rehabilitation of steel supports at bridge highway lights to address steel corrosion. Work will be performed on both bridges, but not simultaneously. For lights mounted on steel-box bases along the bridges, the work will involve removing a light post, rehabilitating the steel-box base, and reinstalling the light. Rehabilitation is expected to require removal and replacement of corroded elements. This will entail cutting existing steel shapes and attaching new shapes via new bolted or welded joints. For lights clamped to steel cables, the work will involve removing a light, replacing the clamping hardware, and reinstalling the light. The work will also involve installation of new LED light fixtures and rewiring the lights to nearby electrical junctions. Access ladders to catwalks under the bridge also have corrosion and will be replaced as part of this project. In order to safely execute the work, the Contractor is responsible for all traffic control devices, hoisting equipment and temporary work platforms for fall protection.� A comprehensive accident prevention plan is required and must address performing work in a high-traffic location. Interested firms should submit a capabilities package to include the following: business classification (i.e. HUBZone, etc.) as well as qualifications and experience in performing the work requirements stated above. �Firms must submit past demonstrated construction experience on structural steel repairs and work on elevated structures, including at least two relevant projects.� This experience must have been performed within the last seven years.� Please identify any subcontractors that will be used to support the effort and include their prior experience and qualifications.� Proof of bonding capability is required.� Responses are due January 13, 2020.� Responses should be emailed to Heather.Skorik@usace.army.mil, or mailed to the U.S. Army Corps of Engineers, New England District, 696 Virginia Road, Concord, MA 01742-2751, ATTN: Heather Skorik.� Responses are limited to twenty pages.� Firms interested shall provide the above documentation in one original form and one copy.� The Government will not pay for any material provided in response to this market survey nor return the data provided.� This notice is for information purposes only and is not a request to be placed on a solicitation mailing list nor is it a Request for Proposal (RFP) or an announcement of a solicitation.� The results of this survey will be considered to be in effect for a period of one year from the date of this notice.
