THIS IS SOURCES SOUGHT NOTICE FOR MARKET RESEARCH PURPOSES.� THIS IS NOT A REQUEST FOR PROPOSAL OR A REQUEST FOR QUOTATIONS AND DOES NOT COMMIT THE GOVERNMENT TO AWARD A CONTRACT NOW OR IN THE FUTURE. This is a SOURCES SOUGHT NOTICE to determine interest, availability and socioeconomic status (I.e. �Large and Small Businesses - 8(a), Service-Disabled Veteran Owned, HUBZone, Women-Owned, etc.) �of companies for a future cafeteria renovation project in Building 101 at the National Institute of Standards & Technology (NIST) in Gaithersburg, MD.� The government is seeking companies under NAICS code 236220, Commercial and Institutional Building Construction, with a size standard of $39.5 million. The purpose of this sources sought is to identify organizations with the requisite qualifications to provide the services stated herein.� BACKGROUND NIST is undertaking a significant modernization construction project with an estimated range of $10M to $20M to expand Building 101�s Cafeteria. Currently, the cafeteria is occupying space on the first floor and basement of Building 101.� On the first floor the food preparation area is approximately 2,300 SF.� Food is cooked with natural gas and steam from the site. The food dispensing area is 2,500 SF.� The dining area is over 12,000 SF.�� Adjoining the dining area, is an outdoor courtyard with tables for approximately 100 customers.� Located on the basement level are freezers, storage and a full-size loading dock which support the cafeteria�s daily operations.� PROJECT DESCRIPTION Title: Building 101 Cafeteria Construction & Dining Area(s) Renovation This requirement for construction services shall include all labor, management, supervision, tools, materials, equipment and transportation to renovate NIST�s main cafeteria, kitchen and dining areas. Included in the cafeteria renovation will be a new mezzanine for patrons to sit at in the dining area.� The mezzanine will be over 3,000 SF.� Additionally, a new 500 SF coffee bar will be constructed near the cafeteria on the first floor.� The scope of work includes but is not limited to the following: demolition of walls/flooring/ceilings, new finishes, walls, fixtures, mill work, kitchen appliances,�HVAC equipment, lighting, electrical infrastructure upgrades, fire suppression, exterior stairs, landscaping and roofing. Asbestos abatement will be included in the contract.� There will not be any project phasing. The existing cafeteria and auxiliary dining spaces will be closed for approximately two (2) years to complete the renovation project. VENDOR RESPONSES Interested, capable contractors shall submit a capability statement in response to this Sources Sought Notice.� Responses shall be limited to ten (10) single-sided pages and shall include the following: 1. Offeror�s name, address, points of contact with telephone numbers and email addresses. 2. Business information to include DUNS Number, type/size of company, NAICS code, and Social Economic status (Large, SB, SDB, WOSB, HUBZone, VOSB or SDVOSB) as validated via the System for Award Management (SAM) at www.sam.gov and or www.beta.sam.gov . ��� 3. Offerors interest in proposing on the solicitation when/if it is issued. 4. Technical discussion of the Contractor�s ability to perform the specified type of work stated herein. 5. Previous experience performing projects with a similar size and scope (I.e. commercial dining facilities such as those at restaurants, malls, airports, hotels, casinos, etc.) within the past five (5) years. Provide at least three (3) projects that were a self-performed effort. For each project include: the type of dining or cooking facility, size of the facility in SF, contract number, organization, role as a prime or subcontractor, construction contract value, customer point of contact (phone number and email address) and project completion date. 6. Interested parties shall have at least a $50,000,000.00 bonding capacity. All capability statements shall be submitted via e-mail to the point of contact listed below.� No phone calls will be accepted for this notice.� Responses must be submitted no later than January 14, 2020.� Submit responses via e-mail to: DeChanta Vaughan at dechanta.vaughan@nist.gov .
