Description
The U.S. Army Contracting Command � Redstone is issuing this Sources Sought Notice as a means of conducting market research to identify parties having an interest in and the resources to support the requirement for providing four each Stabilator Indicator, Part Number (PN) 70450-01053-107, National Stock Number (NSN) 6610-01-326-0119 for use on H-60L aircraft. �Serviceable and/or Overhaul assets are acceptable for this requirement and shall be identified as such by each offeror.� The result of this market research will contribute to determination of an appropriate acquisition strategy for the Government. The applicable North American Industry Classification System code assigned to this procurement is 336413. This Sources Sought is used for information and planning purposes only and does not constitute a solicitation. �It is not an Invitation to Bid or Request for Proposal. �No contract will be awarded as a result of this request.� Information herein is based on the best information available at the time of publication, is subject to revision, and is not binding on the Government.� All information received in response to this Sources Sought that is marked �proprietary� will be handled accordingly and will not be returned.� In accordance with Federal Acquisition Regulation (FAR) 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract.� Respondents are responsible for all expenses associated with responding to the Sources Sought.� The purpose of this Sources Sought is to identify potential sources capable of delivering Stabilator Indicator, PN 70450-01053-107, NSN 6610-01-326-0119, not later than 1 January 2021, and packaged in accordance with MIL-STD-2073-1.� The Government anticipates awarding a new Firm Fixed Price purchase order.� This Sources Sought is applicable to the following Utility Helicopter Product Office (UHPO) Mission Design Series: H-60L Army, Department of Defense agencies, and Other Government Agencies. �The Government does not own the complete Stabilator Indicator Technical Data Package (TDP) that could be used for manufacturing purposes.� Additionally, the part is considered to be a legacy item and is possibly no longer in production.� The vendor must be capable of providing the Stabilator Indicator in the approved configuration which is PN 70450-01053-107, NSN 6610-01-326-0119 not later than 1 January 2021.� The vendor must be capable of complying with the Cybersecurity requirements set forth in in DFARS 252.204-7008, 262.204-7009, 252.204-7012, have a Cybersecurity program that follows the National Institute of Standards and Technology� Framework for Improving Critical Infrastructure Cybersecurity document at a minimum, and subsequent compliance assessments performed by the Government. Sources Sought Requirements - Description of Information Requested 1.� Provide company information including: � � �a.��Company name and address. � � �b.� Size of company (number of personnel, total revenue, ownership, Commercial and � � � � � Government Entity Code,�Parent Corporation, etc.). � � �c.� Point(s) of contact including name, phone number, address, and email and length of � � � � � time in business. � � �d.� Geographic presence. 2.� Describe your organization's experience with similar efforts. 3.��Provide evidence how the offerors would provide the Stabilator Indicator, �PN 70450-01053-107, NSN 6610-01-326-0119,� as outlined in this Sources Sought Notice: � � � a.� TDP availability � � � b.� Inherent system performance and suitability � � � c. �Facilities and personnel resources 4.� Address how to ensure an adequately experienced and trained staff, your process for verifying qualifications, education, certification, and professional requirements and how often this information is obtained or updated. 5.� Describe how your organization�s Cybersecurity policy and practices align with the provided references. 6.� Provide recommendations on benchmark skills or criteria used to evaluate quality sources. 7.� Include whether or not you are a small business; HUB-Zone Small Business; Service-Disabled Veteran Owned, Veteran-Owned Small Businesses; Women-Owned Small Business; or Small Disadvantaged Business in order to assist the Government in determining the appropriate acquisition method, including whether a set-aside is possible. 8.� Identify conditions or issues requested in the Sources Sought that cannot be met or may interfere with the intention of this project. 9.� Provide any other pertinent information that will assist us in this assessment. This is NOT a solicitation for proposals, proposal abstracts, or quotations. The purpose of this notice is to obtain information from industry vendors regarding their interest, capabilities, and recommendations in developing proposals for the UHPO, Program Executive Office, Aviation. � Submission Instructions: �Interested parties who consider themselves qualified to perform the above-listed services are invited to submit a response to this Sources Sought Notice by 30 days from date of issuance. �All responses under this Sources Sought Notice must be emailed to the Contracting Officer, �stephanie.f.boles.civ@mail.mil and copy the Contract Specialist at emily.k.nafe.civ@mail.mil. Electronic transmissions must not exceed 5 megabytes and responses in the form of white papers should be limited to 20 pages in length and may include technical specifications and product sheets as deemed necessary. �All material submitted in response to this Sources Sought must be unclassified.
