Request for Information (RFI): Parachutist Emergency Release System THIS IS NOT A SOLICITATION. IT IS A REQUEST FOR INFORMATION. In accordance with Federal Acquisition Regulations Part 10, responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Please Respond by January 10, 2020 at 3:00 pm EST. � Description: The Product Manager Soldier Clothing and Individual Equipment (PM SCIE), is conducting a market survey in anticipation of an Army Requirement and a future Program of Record for a system capable of safely releasing and recovering a towed jumper. PM SCIE is seeking technical information on currently available capabilities that have matured to a Technology Readiness Level (TRL) of 6 as defined in Appendix VI of the Technology Readiness Assessment Guide dated August 2016 (https://www.gao.gov/assets/690/687176.pdf). Desirable Attributes The desired characteristics for such a system (not in priority order) are as follows: Functions on current static line parachute systems for door and ramp operations. Can accommodate a maximum suspended weight of 450 lbs. Operates onboard high performance fixed wing aircraft at speeds from 130 to 150 Knots Indicated Air Speed (KIAS). Must not interfere or affect any existing electrical equipment associated with the aircraft, to include but not limited to the avionics, communications or any other electrical systems. Must not require any modifications to the aircraft or static line parachute systems it will be used in conjunction with. Must operate from exit altitudes of 1,000 ft. Above Ground Level (AGL) and higher. Must provide the ability to land below 27 ft/sec at Mean Sea Level. Must allow the ability to be assembled quickly and with minimal complexity when in flight. Above noted characteristics are top-level desired characteristics and additional attributes may be communicated via future request for information. Confidence and reliability numbers are expected to be established if a formal program of record advances. Responses to this market survey shall include information to demonstrate how the above characteristics will be met and the current system maturity level. Responses shall include summarized information on any testing and evaluation that has been completed to justify the TRL of the proposed system/concept. Administrative The government is conducting this market research to identify potential manufacturers/vendors, acquire information on the types and sizes of businesses that will be able to compete on future contracting actions, potential costs, as well as delivery capabilities. Interested firms are requested to submit relevant information on their company within thirty (30) days following the publication of this RFI. Any relevant company background/experience, business category, costs, and any other information that the company believes demonstrates their value / ability to meet the aforementioned requirements should be included. All information and evaluation results will be controlled and used for governmental purposes only.
