- The Department of Veteran Affairs, Veterans Health Administration, Network Contracting Office 6, Hampton VA 23667, intends to negotiate a sole source Firm-Fixed Price contract for the development of a stable cell line for research cell bank (RCB) generation for the Salem Veterans Affairs Medical Center in accordance with 41 U.S.C. �3304(a)(1) as implemented by FAR 6.302-1 Only One Responsible Source. This is not a request for competitive offers and no solicitation is available. Market research has determined that these services are highly specialized and are only available from a single source without an unacceptable delay or duplication of cost and no other type of services will satisfy agency requirements. The Government intends to award the contract with an effective date of 1 January 2020 to Celltheon Corporation, 31162 San Clemente St Ste 112, Hayward,�CA,�94544; Cage Code 71G96. The requirement the VA intends to sole source is for development of a Research Cell Bank (RCB) required for manufacturing CT101, a novel cancer therapy. RCB creation must be completed under current Good Laboratory Practice (cGLP) to allow for transfer to a current Good Manufacturing Practice (cGMP)-qualified manufacturer. Failure to develop a RCB under these conditions will prevent the advancement of CT101 from the bench to the clinic. Therefore, RCB generation is a major system for development of CT101 and requires a highly specialized contractor for successful completion located within the Department of Veterans Affairs Medical Center (VAMC), Salem, VA. Celltheon Corporation has provided this service for current on-going research work. This is the second phase in a multi-phase study. They have the select level of expertise and qualifications necessary to perform this specific RCB creation. Celltheon Corporation is familiar with the complexities of this developmental research study and has the expertise to combine the results from the first phase with the second phase samples in this requirement. This synopsis announcement is being issued for information purposes only and does not constitute a solicitation or request for competitive proposals.
