Description
Synopsis:� Notice of Intent to Award A Sole-Source Contract Announcement Number: 1305M2-20-00418 Project Title: Marine Generator Replacement � The US Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), Eastern Region Acquisition Division, Simplified Acquisition Branch intends to negotiate on a sole source basis with Niemiec Marine, Inc., using the procedures in FAR Part 13, to Replace the Generator on the NOAA R/V Auk for the National Ocean Service (NOS) Office of Marine Sanctuaries (ONMS). �The nature of the requirement has been deemed urgent due to unusual and compelling circumstances.� Following competitive procedures would result in unacceptable delays resulting in serious injury to the Government. The NOAA R/V Auk cannot operate without a fully functioning generator.� The current and only generator is broken and the cost of repair greatly exceeds the cost of replacement. If these repairs are not made immediately, the upcoming missions� critical to ongoing research programs will incur unacceptable gaps in data coverage. Project 1 is to capture data on critical winter habitat for endangered right whales. Project 2 is a joint NOAA/US Navy nationwide project capturing acoustic information. Project 3 is a joint NOAA/Bureau of Ocean Management (BOEM) project identifying ecosystem impacts of forage species on humpback whales. If the generator is not replaced immediately, the threat to human life, Government information, and Government property are at extreme risk.� The statutory authority for other than full and open competition is FAR 13.106-1(b)(1)(i), Only one responsible source. The North American Industry Classification Code (NAICS) for this acquisition is 713930 with a business size standard of $8M. This is not a solicitation for competitive quotes, nor will one be posted on beta.Sam.gov/Contract Opportunities. Although a determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government.� However, if any interested party believes that it is capable of meeting the requirements, and in an effort to comply with the requirements outlined in FAR 5.102, a firm may request an electronic copy of the solicitation from the Contract Specialist, Lynne Phipps (Lynne.Phipps@noaa.gov) All electronic correspondence shall have the subject line read:� Announcement Number: 1305M2-20-00418 Project Title: Marine Generator Replacement All responsible sources may submit a Capability Statement and/or a quote in accordance with the solicitation, which shall be considered by the agency if received on or before 2:00 PM EST on January 3, 2020.� The Capability Statement must contain material in sufficient detail to allow NOAA to determine if the party can meet all of the requirements.� The solicitation will remain open until January 3, 2020.
