- Statement of Work Range Hood Cleaning Central Alabama Veterans Health Care Systems 2400 Hospital Rd, Tuskegee AL 36083 & 215 Perry Hill Rd, Montgomery AL 36109 DESCRIPTION OF SERVICES OBJECTIVE This requirement is for the cleaning of the kitchen exhaust hoods, ducts, and filters quarterly in accordance with (IAW) the National Fire Protection Association (NFPA) Standard for Ventilation Control and Fire Protection of Commercial Cooking Operations, along with federal regulations and procedures whichever is most stringent; at the Nutrition and Food Service areas and Canteen Services at the VA Medical Center locations of 2400 Hospital Rd, Tuskegee AL and 215 Perry Hill Rd, Montgomery AL, this is provided to meet the sanitation requirements in food preparation areas of the Health Care Systems. Base: 01/20/2020 - 09/30/2020 Option 1: 10/01/2020 - 09/30/2021 Option 2: 10/01/2021 - 09/30/2022 Option 3: 10/01/2022 - 09/30/2023 Tuskegee Campus Building #5 - Nutrition and Food Service Building #5 - Nutrition and Food Service (Grill Area) Building #90 - Canteen Kitchen Building #90 - Canteen Kitchen (Grill Area) Montgomery Campus Building #4 - Nutrition and Food Service Building #4 2nd Floor Building #1 - Canteen Kitchen SCOPE OF WORK The Contractor shall furnish all labor, tools, materials, equipment and incidentals to provide and execute complete grease duct and hood systems cleaning and preventive maintenance in accordance with NFPA 96 as applicable. These services will be provided four (4) times a year (quarterly) during the months of April, July, October and January. All areas of the exhaust system will be cleaned to a point where the metal is clearly visible (bare metal). The provider of hood cleaning services must cover all equipment beneath hoods (tarp or plastic) in order that said equipment is in no way harmed by water or chemicals used in hood cleaning. Provider must also clean up all spills, stains and debris as a result of hood cleaning. Disposal will be in compliance with all applicable Federal, state and local hauling and disposal regulations. After the job, any areas not cleaned to bare metal will be noted, with an explanation in writing. No toxic, flammable solvents or other flammable cleaning aids are to be used. All gas and electrical switches and controls, which could be accidentally activated during the cleaning process, will be locked out. The fire suppression system shall not be locked out during the cleaning process. Care shall be taken not to apply cleaning chemicals on fusible links or other detection devices of the automatic extinguishing system. All fire suppression pipes, dampers, access panels and other switches and controls shall be returned to their original position. Any access panels installed must be in accordance with NFPA 96 Standards. Vendor must attach inspection report to invoice and note any problems and or deficiencies. All components of the system (hoods, ducts, access, fans, fan housings, and accessories) shall be dismantled, and scraped, prior to pressure washing. Ensure all devices are working properly. Provider to supply decal showing the date of cleaning and post to each hood. All modifications shall be reviewed and approved prior to execution. WORK REQUIREMENTS All services under this contract will be completed by properly trained, qualified and certified employees. Contractor shall be certified by appropriate federal and state regulatory agencies to meet federal and local certification requirements in inspection and cleaning of cooking hoods, ventilation fans, vent stacks, vent hoods, exhaust ducts, appurtenances and fire suppression systems. All work will be completed in accordance with local, State and Federal regulations. The fire suppression system will remain operable during cleaning operations. Services will be scheduled in advance with the Contracting Officer s Representative (COR). During cleaning operations, ceiling tiles will be removed as needed. Facility components, equipment, fixtures, and property will be protected from damage. After the close of cleaning operations, exhaust blowers will be restarted; all access doors shall be replaced and properly fastened. A hood and duct checklist will be used to document the inspection and record any concerns. A copy of the checklist will be signed by the cleaning contractor and the fire department representative. The original copy of the completed checklist will be given to the contractor and a copy filed in the Safety Office. Contractor must submit a completed copy of the hood and duct inspection to the Safety Office prior to requesting payment. CLEAN-UP All debris and rubbish not specified to become Government property resulting from the inspection and testing of the fire systems shall be disposed of by the contractor off Government property. Disposal will be in compliance with all applicable Federal, state and local hauling and disposal regulations. SAFETY REQUREMENTS: Safety requirement shall meet the applicable sections of Occupational Safety and Health Administration (OSHA) Regulations. OSHA regulations are available for review at the Safety Office, Building 68 at the Tuskegee Campus. The contractor shall ensure that all materials/equipment being used meets any and all applicable safety standards. A system of Lock Out/Tag Out will be utilized to protect contractor employees from injury. GENERAL REQUIREMENTS SITE VISIT Bidders can visit the site prior to bid submittal on January 8th, 2020 at 10:00 a.m. All bidders shall report to the Tuskegee Campus building #68 room 216 (Contracting). The site visit shall be for the purpose of observing first hand any conditions relevant to the fulfillment of this contract. No consideration will be given to claims based on a lack of knowledge of the existing conditions, except where contract documents make definite provisions for adjustment in cost or extension due to existing conditions not readily foreseeable. The site address is: 2400 Hospital Road 215 Perry Hill Road Tuskegee, Alabama 36083 Montgomery, Alabama 36109 HOURS OF WORK The hours of work shall take place after use of the food preparation areas are complete, which is around 1:30 p.m. for the Canteen Services and 5:30 p.m. for the Nutrition and Food Services, Monday through Friday, Federal Holidays excluded. Inspections will require a prior five day notification submitted to the Contract Officers Representative (COR) or government representative. FEDERAL HOLIDAYS New Years Day, Martin Luther King s Birthday, President s Day, Independence Day, Labor Day, Columbus Day, Veteran s Day, Thanksgiving Day, and Christmas Day and any other day specifically declared by the President of the United States to be a national holiday. Federal Holidays that fall on Saturday will be observed the Friday before. Federal Holidays that fall on a Sunday shall be observed the following Monday. TYPE OF CONTRACT This shall be a firm fixed price contract. 5. CONTRACTOR REQUIREMENTS The contractor shall provide the COR with a list of contractor employees expected to enter into buildings. While on VA premises, all contractor personnel shall comply with the rules, regulations, and procedures governing the conduct of personnel and the operation of the facility. It is the responsibility of the contractor s personnel to park in the appropriate designated parking areas. Parking information shall be coordinated with each facility COR. CAVHCS does not validate or make reimbursement for parking violations of the contractor s personnel under any circumstance. The contractor shall be required to comply with all security policies/requirements. All security policies/requirements must be met and employees cleared prior to the contractor performing work under this contract. Employees that cannot meet the security and clearance requirements shall not be allowed to perform work under this contract. SERVICES SUMMARY: Performance Objective Performance Standard Performance Threshold Inspect and Clean cooking hoods, ventilation fans, vent stacks, vent hoods, exhaust ducts and appurtenances. Systems at the Canteen Services Bldg 1 (Montgomery) and Bldg 90 (Tuskegee) shall be inspected and cleaned as specified to ensure hoods perform properly and efficiently. Ducts must meet prescribed cleanliness standard. Hoods and ducts cleaning shall be performed quarterly. Work must be accomplished between the hours of 1:30 p.m. and 4:00 p.m. Paragraph 1, under Scope of Work and Period of Performance Paragraph 2, Hours of Work and Federal Holidays No deficiencies permitted. Perform Preventative Tests, Inspections, and Certification of the Water Wash System System is inspected as specified to ensure hoods perform properly and efficiently. Ducts must meet prescribed cleanliness standard. Preventative tests, inspections, and certification shall be performed twice annually. No deficiencies permitted. Inspect and Clean cooking hoods, ventilation fans, vent stacks, vent hoods, exhaust ducts and appurtenances. Systems at the Nutrition and Food Services Bldg 1 (Montgomery) and Bldg 5 (Tuskegee) shall be inspected and cleaned as specified to ensure hoods perform properly and efficiently. Ducts must meet prescribed cleanliness standard. Hoods and ducts cleaning shall be performed quarterly. Work must be accomplished after the hours of 5:30 p.m. Paragraph 1, under Scope of Work and Period of Performance Paragraph 2, Hours of Work and Federal Holidays No deficiencies permitted. GOVERNMENT FURNISHED PROPERTY (GFP) AND SERVICES: Utilities The government shall furnish water and electrical power in the performance of services stated in this contract. The government is not responsible for furnishing adaptors for connecting contractor-furnished equipment to government-furnished utilities. No other equipment or services shall be furnished by the government. Contractor personnel shall follow water conservation practices at the installation, and workers shall ensure that faucets and valves are turned off when not in use. Lights shall be used only in areas where work is actually being performed. Contractor personnel shall not adjust electrical or mechanical controls for heating ventilation, and air conditioning systems.
