- This synopsis is a Pre-Solicitation Notice and not a Request for Proposal (RFP). The Department of Interior, U.S. Geological Survey (USGS), Earth Resources Observation and Science (EROS) Center, seeking firms to Design/Build new Computer Room Air Conditioning (CRAC) units with chilled water and air-cooled direct expansion (DX) Condensers at: Mundt Federal Building, located at the EROS Science Center, 47914 252nd Street, Sioux Falls SD 57198. Contractor shall perform all work in accordance with the specifications, drawings, and all applicable Federal, State, and local regulations. Drawings will be given to parties after attending the site-visit and filing paperwork with the Contracting Officer for release of documents. EROS data center has chilled water computer room air conditioner (CRAC) units and these have no backup when the building chilled or condenser water systems needs to be serviced. EROS data center will be installing dual-cooled type CRAC units with chilled water as primary source of cooling and air-cooled direct-expansion (DX) as secondary with air cooled condensing units to eliminate the need for a computer room outage during rare service times. The installation and startup of the CRAC units and condensers will be completed by the contractor furnishing the CRAC units and condensers. Disclosure of Magnitude: Between $1,000,000 and $5,000,000. The Government anticipates an award of a Firm-Fixed Price contract based on non-priced factors and trade-offs. Actual contractor performance is estimated to begin on or about 15 February 2020 with a completion date of 17 July 2020. The Request for Proposals (RFP) may be issued on or about 3 January 2020. Interested parties may obtain a copy of the RFP electronically at https://www.fedconnect.net when posted as RFP 140G0120R0008. This requirement is being issued as a full and open competition in accordance with FAR Part 15 for competitive acquisitions. USGS will not accept unsolicited proposals related to the subject of this announcement. USGS does not intend to pay for the preparation of any information submitted in response to this announcement. The North American Industry Classification System Code (NAICS) for this requirement is 238220, "" Plumbing, Heating, and Air-Conditioning Contractors "". The size standard for this NAICS code is $16.5 million. A site visit will be held regarding this solicitation at the Earth Resources Observation and Science Center (47914 252nd St, Garretson, SD 57030). An announcement regarding the date and time of the site visit will be made shortly via FedBizOpps. The Government plans to offer a site visit on January 22, 2020 from 8:00AM to 12:00PM CST. Notification of intent to attend the site visit must be submitted via email to the Contracting Officer (sdcox@usgs.gov) no later than 2:00 PM CST on January 17, 2020. The number of participants is limited to three (3) representatives from your company. The email must include the name of all participants, their contact information to include the company�s name, address and their phone numbers. The Government does not intend and shall not pay for any travel or other costs associated with offerors attending the site visit. The solicitation, all related documents and amendments, if any, will be only released and available electronically through FedConnect posting systems at https://www.fedconnect.net. As such, no written, telephonic, facsimile or email requests for the solicitation package will be honored. Since this solicitation will only be available electronically, it is solely the responsibility of interested parties to monitor the FedConnect website for any solicitation amendments. All responsible sources are encouraged to submit an offer. Telephone and/or fax requests will not be accepted. The resultant contracts will be awarded in accordance with FAR Part 15 Contracting by Negotiations and FAR Part 36 Construction and Architect-Engineer Contracts.
