- DISTRIBUTION STATEMENT A. Approved for public release; distribution is unlimited. Approved for Public Release������ 19-MDA-10326 (23 Dec 19) The Boeing Company, Huntsville, Alabama, was awarded a $265,235,164 contract modification (P00033) to the Ground-based Midcourse Defense (GMD) Development and Sustainment Contract (DSC) HQ0147-12-C-0004/19-C-0004 on 27 December 2019.� The total value of the contract, including options, is increased from $10,944,499,962.88 to $11,209,735,126.88.� Under this modification, the contractor will support the GMD Communications Network (GCN) Modernization, the In-Flight Interceptor Communications System Data Terminals (IDT) Technology Upgrade, and complete the GMD Fire Control Communication (GFC/C) Ground Systems (GS) Software Build 8 Early Integration (EI). The scope of work includes technical capabilities to expand and improve a state-of-the-art missile defense system to ensure defensive capabilities remain both relevant and current. The GCN modernization is required to comply with cybersecurity requirements; maintain compatibility with Defense Information Systems Agency Long Haul Communication Transport services; mitigate hardware and architecture obsolescence; and comply with portions of the Mission Assurance Plan (MAP) Rev B requirements.� The upgrade to Vandenberg Air Force Base, California, In-Flight Interceptor Communications System Data Terminals (IDTs) consists of addressing obsolescence issues as well as complying with portions of the MAP Rev B requirements. �The GFC/C Build 8EI is required to develop and field the BMDS Increment 6B and 6C requirements. This effort will be performed by an industry team consisting of The Boeing Company, Huntsville, AL; Northrop Grumman Corporation, Huntsville, AL; and L3Harris Corporation, Melbourne, FL.� The period of performance is from 27 December 2019 to 31 December 2022. This acquisition was executed on a sole source basis under the statutory authority of 10 U.S.C. 2304(c)(1), as implemented by Federal Acquisition Regulation 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. �Justification and Approval #16-0052 was posted to Fed BizOpps on 13 September 2017.� Boeing, as the GMD DSC prime contractor, along with its subcontractors, collectively have demonstrated special capabilities and/or expertise to satisfactorily perform the required services and deliveries fulfilling the Agency�s requirements. Fiscal Year 2019 and 2020 research, development, test and evaluation funds in the amount of $19,401,000 were obligated at the time of award.� The Missile Defense Agency, Huntsville, AL, is the contracting activity.
