- Description
- In accordance with FAR 5.101(a)(1) and 5.201 and the procedures at FAR 12 and FAR 13, this is a Notice of Intent NOT a Request for Quotes or Proposals. The National Library of Medicine (NLM) on behalf of the Center for Information Technology (CIT), National Institutes of Health (NIH) intends to solicit and award a non-competitive fixed price contract to Century Link to support Wide Area Network Cloud B support on three lines of 10 Gbps Wave LAN PHY for Indian Health Service, Centers for Disease Control, and the Food and Drug administration, and a 2nd Trusted Internet Connection (TIC)�circuit between the Security Operation Center (SOC) in Atlanta and Albuquerque (1 Gbps) - Service Level 24x7x365 - UNI Type : Transparent at both 6 Executive Park Drive NE, Atlanta GA 3032g-222L and 1011 Indian School- Rd. NW, Albuquerque, NM 87104-230 with a E-Line EVC (1Gbps) between the two for the period of January 7, 2020 through February 29, 2020. The proposed contract is for IT services for which the Government intends to solicit and negotiate with only one source. Century Link has provided WAN Cloud B and TIC circuit support for the referenced locations since 2014. In accordance with FAR 6.302-2, urgent and compelling circumstances exist to limit competition at this time and extend these services with the current vendor. The current contract is expiring and being recompeted as a part of a consolidation of multiple contracts providing trusted internet connections and WAN A and WAN B cloud support. Previous research was conducted to determine the extent of the marketplace to perform these services. Responses received were not sufficient to determine the extent of the marketplace; therefore, additional market research is being conducted under NLM-20-000078 posted to SamBeta.Gov. Responses received from this round of market research will assist the Government with determining an appropriate procurement strategy. The short-term contract contemplated by this notice will coincide with the expiration of TIC services provided under contracts. See NLM-20-000078 for specific details. Current service locations for this requirement are: Food and Drug Admin. (FDA) 4480 Hastings Dr., Ashburn, VA 20147 Centers for Disease Control (CDC) 1600 Clifton Rd.NE, Bldg. 21, Atlanta, GA 30329 Indian Health Services (HIS) 1011 Indian School Rd. NW, Albuquerque, NM 87104 Century Link is the current circuit provider for trusted internet connections as well as DDOS mitigation for the CIT who manages internet support for the DHHS and its Operation Centers and Divisions. Loss of internet support would have a significant and devastating impact on each agency�s ability to conduct internal and external operations including providing critical support and information to the general public. Century Link is currently the only vendor with a point of present at the above locations to provide these services. This notice of intent is not a request for competitive proposals. A determination by the Government to not compete this proposed contract based upon responses to this notice is solely within the discretion of the Government, and information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. All responsible sources having the ability to provide the services may submit a bid, proposal, or quotation which shall be considered by the agency.� The Government/NIH/NLM will not be responsible for paying for any of the costs incurred and associated with the development of any responses submitted to this posting.
