Description
DESCRIPTION OF WORK: The United States Army Corps of Engineers, Vicksburg District, is�issuing Invitation for Bid (IFB) Solicitation Number W912EE20B0002 for seepage remediation at Black Hawk, Louisiana. The work consists of furnishing all plant, labor, materials and equipment for the installation of relief wells in Concordia Parish, Louisiana. Principle features of the work include, but are not limited to mobilization and demobilization, clearing and grubbing, relief wells, existing turf maintenance, new turf establishment, storm water pollution prevention, and environmental protection features. At this time there are no options identified for this project. This IFB�is for one (1) Firm-Fixed-Price (FFP) Construction contract. The set-aside for this procurement is 100% Small Business. The North American Industrial Classification System (NAICS) Code is 237990 with a size standard of $39.5 Million. In accordance with FAR 36.204, the magnitude of this construction project is estimated to be between $5,000,000.00 and $10,000,000.00. The estimated period of performance for completion of construction is 180 calendar days from the Notice to Proceed. The Government intends to award without discussions, but reserves the right to conduct discussion should it be deemed in the Government's best interest. The bids will be evaluated based on lowest price submitted and whether the low bidder can meet the definitive responsibility criteria as part of the responsibility determination. The criteria�is included in the solicitation. The official solicitation, plans and specifications�are available free of charge by electronic posting only and may be found on the Beta System for Award Management Web Page at https://www.beta.sam.gov/. Compact disc and hardcopies�are not�available. Telephone and Fax requests for this solicitation will not be honored. Project files are Portable Document Format (PDF) files and can be viewed, navigated, or printed using Adobe Acrobat Reader. To download the solicitation for this project, contractors are required to register at https://www.beta.sam.gov/. Bidders are encouraged to check often for changes (AMENDMENTS) to posted solicitations. Amendments, if/when issued, will be posted to the above referenced website for electronic downloading. This will be the only method of distributing amendments prior to closing; therefore, it is the Offerors responsibility to check the website periodically for any amendments to the solicitation. Offerors must have and maintain an active registration in the System for Award Management (SAM) at http://www.sam.gov and must include the NAICS code they are bidding under in order to receive a Government contract award. If the Offeror is a Joint Venture (JV), the JV entity shall have valid SAM registration in the SAM database representing the JV as one business/firm/entity. If at the time of award an Offeror is not actively and successfully registered in the SAM database, the Government reserves the right to award to the next prospective Offeror. Rights-of-way are not presently available for this acquisition; therefore, bids will not be opened and contract award will not be made until all necessary rights-of-way are available.
