Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested. The Government reserves the right to make no award from this solicitation. Solicitation number 36C250-20-Q-0219 is being issued as a Request for Quote (RFQ). The government anticipates awarding a firm-fixed price contract resulting from this solicitation. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2020-03. The associated North American Industry Classification System (NAICS) code for this procurement is 811219 (size standard $22 million). This requirement will be set-aside 100% for Veteran-Owned Small Businesses (VOSBs) using FAR Part 12, 13 and 37. To be eligible for a VOSB set aside under VA s Veterans First Contracting Program, VOSBs must: 1) be verified by the Department of Veterans Affairs as a VOSB (see https://www.vip.vetbiz.gov/ for details) - and 2) meet the small business size standard for NAICS 811219. The Department of Veterans Affairs, Veterans Health Administration, Network Contracting Office (NCO) 10 requires a contractor to provide all parts, materials, labor, supervision, test equipment, technical manuals and transportation necessary to perform preventive maintenance on the Government owned lifts, located at the VA Ann Arbor Healthcare System, 2215 Fuller Road, Ann Arbor, MI 48105, for a period of performance of one year with four possible option years. Please reference the attached Statement of Work for specific project information and requirements. The anticipated contract period is March 2, 2020 through March 1, 2025, if all options are exercised. Quotes from VOSBs shall be received on or before the date and time specified in Block 8 of the SF1449, Solicitation. Solicitation posting and closing dates are subject to change as necessary and amendments will be issued accordingly. This solicitation requires registration with the System for Award Management (SAM) prior to award pursuant to applicable regulations and guidelines. Registration information is at www.sam.gov. This is an open-market combined synopsis/solicitation for services as defined herein.�The government intends to award a contract as a result of this combined synopsis/solicitation that will include the terms and conditions set forth herein. To facilitate the award process, all quotes must include a statement regarding the terms and conditions herein as follows: ""The terms and conditions in the solicitation are acceptable to be included in the award document without modification, deletion, or addition."" OR ""The terms and conditions in the solicitation are acceptable to be included in the award document with the exception, deletion, or addition of the following:"" Offerors shall list exception(s) and rationale for the exception(s). Offerors shall submit their quotes electronically via email to Katherine Gibney, Contracting Officer, at Katherine.Gibney@va.gov. Only electronically submitted quotes will be accepted. Any questions for this solicitation should be sent via email to Katherine Gibney, Contracting Officer, at Katherine.Gibney@va.gov. The deadline for all question submittals is Thursday, January 9, 2020 at 3:00 PM Eastern Time. All questions should have 36C250-20-Q-0219 Question as the subject. The Government will not respond directly to any questions submitted but will gather questions and post the answers to this Contract Opportunities posting for all potential VOSBs to access.
