Description

This notice is a Notice of Intent.� (NOI). This notice is published in accordance with Federal Acquisition Regulation (FAR) 5.101(a)(1) requiring the dissemination of information regarding proposed contract actions. This is a Notice of Intent to award a Sole Source Firm-Fixed Price Contract under the authority of 41 U.S.C. 3304(a)(1), as implemented by FAR 13.106-1(b) � Only One Responsible Source and No Other Supplies or Service Will Satisfy Agency Requirements, and is not a request for competitive quotes. The National Institute of Allergy and Infectious Diseases (NIAID) Rocky Mountain Laboratories (RML) intends to award a firm-fixed price sole source contract to, Hitachi High Technologies America, Inc., 1375 N 28th Ave. Dallas, TX� 75261 for a one-year service contract for our Hitachi SU8000-II FE-SEM microscope plus CHS05 Chamber-scope Model # A-47mm/MON and for a HT7800 Electron Microscope. Period of Performance:� 02/07/2020 � 02/06/2021 Place of Performance:� Rocky Mountain Laboratories, Hamilton, MT Equipment to be serviced:� Service-HT7800 Electron Microscope,Beam Stopper,Pneumatic In/Out Control Object Z-axis S/N 6103-03 AND Service SU8000-II FE-SEM S/N 0101-03, + chamberscope A-47mm/MON This agreement must be invoiced quarterly in arrears.� Vendor shall provide 2 preventive maintenance visits to be performed during the covered period.�� Onsite emergency service is unlimited and response time will be within 48 hours, Monday � Friday, excluding holidays.� Consumables are not included. ALL replacement parts shall be replaced by OEM parts. (NO EXCEPTIONS) All work shall be done by Hitachi Certified Technicians (NO EXCEPTIONS) Preventive Maintenance shall include replacement of: Vacuum seals, filters and oil Vacuum hoses, airline and water lines Column alignment and inspection of image Inspection and adjustment of all systems, if needed. The associated North American Industry Classification System (NAICS) code for this procurement is 811219 with a small business size standard of $22 M. Hitachi High Technologies America is other than a small business.� This will be the only notice of the Government�s intent to solicit, negotiate, and award to one source to satisfy this requirement. The Government plans to award a contract for this requirement within 30 days of this notice. While this synopsis does not constitute a solicitation, interested vendors may identify their interest and capability to satisfy this requirement. The Government understands that Hitachi High Technologies America is the only vendor which can provide the requested products for NIAID. However, firms that believe they can provide the capability required to fully meet the Government's requirement may submit a capability statement, with a �quotation that will be considered by this Agency. Such documentation shall be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government.
