Page 6 of 6 Sources Sought U.S. Department of Veterans Affairs Office of Construction and Facilities Management Major Construction Project Cape Canaveral National Cemetery, Phase II North Mims, Florida This notice is a Sources Sought for the above-named project. The U.S. Department of Veterans Affairs seeks expressions of interest for a construction contract at Cape Canaveral National Cemetery Phase 2 Expansion. At this time, we are attempting to identify potential small, bondable, and experienced businesses such as: (1) Service-Disabled Veteran Owned Small Businesses (SDVOSB): (2) Veteran Owned Small Businesses (VOSB); (3) 8(a) contractors, (4) HUBZone Small Businesses, (5) Women Owned Small Businesses (WOSB), (6) and/or Small Disadvantaged Businesses (SDB) that are capable of meeting this construction requirement. Project Description: This project will develop approximately 30 acres for the Phase 2 gravesite expansion at Cape Canaveral National Cemetery, providing for an additional 10 years of full-option burial capacity to provide approximately 32,200 gravesites, including both casket and cremation sites in new burial sections. This project will provide the following elements and features: Interment areas (burial sections), including casketed remains of approximately 7,400 pre-placed crypt full casket gravesites, oversized casket section (one burial section) of approximately 300 oversized pre-placed crypt full casket gravesites, cremated remains of approximately 12,300 pre-placed urn crypts with integral headstone support boxes, garden niche, or terrace sites and approximately 12,200 columbarium niches; access roads and parking; grading, drainage, and landscaping; signage and site furnishings; irrigation of new burial sections; correction of infrastructure deficiencies of existing cemetery buildings and retrofit/incorporation of requirements to improve sustainability and reduce energy usage; protected habitat preservation, wetlands, and mitigation; and geographic information system (GIS) site integration extension into the Phase 2 area. Office of Construction and Facilities Management anticipates conducting this acquisition in accordance with FAR Part 15, Contracting by Negotiation. Sources Sought Notice This Sources Sought notice is for market research purposes in accordance with Federal Acquisition Regulation (FAR) Part 10. It does not constitute a solicitation and is not to be considered as a commitment by the Government. All firms responding to this Sources Sought notice are advised that their response to this notice is not a request that will be considered for contract award. All interested parties will be required to respond to the anticipated solicitation separately from their response to this Sources Sought notice. Contractors interested in submitting capabilities statements for this project must submit by the deadline of this notice. Firms interested in submitting their capabilities for this project must include the following information in the cover letter/introduction: (1) Company name, address, point of contact with phone number and e-mail address; (2) Business size determination and qualifying small business status, and (3) Bonding capacity (on Surety letterhead). Please limit responses to fifteen (15) pages, no less than 12 pt font, single spaced. The approximate project duration will be 1,340 calendar days for Phase 2 from the Notice to Proceed. The estimated magnitude for this project is between $20,000,000 and $50,000,000. The North American Industry Classification System (NAICS) of 237990 (Other Heavy and Civil Engineering Construction) with the size standard of $36.5 Million. CFM is considering conducting this acquisition as a best value with tradeoffs in accordance with FAR Part 15, Contracting by Negotiation. The Contractor capability statement shall include, but not be limited, to the following: 1. Checklist coversheet (below), Company name, address, point of contact, phone number, DUNS number, and e-mail address; 2. If applicable, evidence of SDVOSB or VOSB status through registration at VIP (https://www.vip.vetbiz.gov/); 3. If applicable, evidence of ability to offer as a small business under NAICS code 237990 Other Heavy and Civil Engineering Construction, Small Business Size Standard of $39.5 Million, and listing in the System for Award Management (https://beta.sam.gov/). Include a copy of the representations and certifications made in that system; 4. A summary describing your firm s experience with at least three (3) projects of similar size and scope completed in the past five (5) years that demonstrate your company s experience designing, constructing, and managing National Cemetery construction or similar projects, involving building renovation inside and out, work on an active cemetery, maintenance facilities, installation of crypts and columbaria, roadwork, landscaping, and irrigation. (4-page limit); Experience must describe all of the following elements: a. Earth Work: The contractor s projects must demonstrate earth work and grading for cemeteries, parks, golf courses, or similar projects site development of at least 20 acres. b. Paving: The contractor s projects must demonstrate paving projects involving DOT road construction of at least 5 miles. c. Landscaping: The contractor s projects must demonstrate planting and lawn installation for cemeteries, parks, golf courses, or similar projects of at least 10 acres. d. Irrigation: The contractor s project must demonstrate installation of an irrigation system(s) for cemetery, park, golf courses, or similar projects of at least 10 acres. e. Precast Concrete Burial Components: The crypt and columbarium experience must be in providing and placing crypts and columbarium niche units. 5. Evidence of your company s bonding capacity to meet a bid bond of $1,000,000 and evidence from a surety of the capability to obtain payment and performance bonds in values based on the project magnitude listed above; and 6. Evidence of capability to obtain financing for a project of this size. If desired, the company may also submit a narrative describing its capability. Small businesses of all socioeconomic categories, including SDVOSBs or VOSBs, are highly encouraged to respond to this notice. We encourage all small businesses and other than small businesses who are interested parties to respond to this notice for market research purposes. All interested parties should respond to this notice no later than 2:00 pm Eastern Time, on January 22, 2020.
