Description
The Naval Sea Systems Command (NAVSEA) intends to issue a solicitation under full and open competition in the fourth quarter of fiscal year 2019 for the detail design and construction (DD&C) of guided missile frigates under the FFG(X) program. The solicitation will provide for DD&C of up to ten (10) FFG(X) ships, post-delivery availability support, engineering and class services, crew familiarization, training equipment, and provisioned item orders. FFG(X) will provide combatant and fleet commanders a uniquely suitable asset to achieve select sea control objectives and to perform maritime security operations while facilitating access in all domains in support of strike group and aggregated fleet operations. As part of the Navy's Distributed Maritime Operations Concept, the FFG(X) small surface combatant will expand blue force sensor and weapon influence to enhance the overall fleet tactical picture while challenging adversary intelligence, surveillance, reconnaissance, and tracking efforts. FFG(X) will also contribute to the Navy the Nation Needs by relieving large surface combatants from the stress of routine duties during operations other than war. The Navy expects to build a total of twenty (20) FFG(X) ships as per the fiscal year 2019 Report to Congress on the Annual Long-Range Plan for Construction of Naval Vessels. The solicitation will require prospective offerors to propose an FFG(X) design based on an existing parent ship design that has been demonstrated at sea. All technical requirements will be defined in the solicitation, system specification, and other government furnished information to be provided as part of the solicitation. FFG(X) ships must be constructed in a United States shipyard. Each offeror may submit only one proposal as a prime contractor. However, offerors may act as subcontractors under a prime contractor in one or more proposals. Prior to the issuance of the formal solicitation (request for proposals) for this procurement, NAVSEA intends to release a draft copy of the solicitation for industry review. Additionally, Program Executive Office, Unmanned and Small Combatants (PEO USC) will host an industry day event to present the Navy's requirements and provide an overview of the solicitation, including the contemplated proposal evaluation procedures. The draft solicitation and industry day announcement will be released in or around March 2019 via the Federal Business Opportunities website (FBO) under this solicitation number. In order to be considered for contract award, offerors must have a SECRET facility clearance by the time of award. Foreign contractors may act as subcontractors to U.S. prime contractors. However, the export of defense articles, defense services, and related technical data is subject to the Arms Export Control Act and the International Traffic in Arms Regulations (ITAR) and requires the issuance of an export license by the U.S. Department of State. NAVSEA will issue the formal solicitation associated with this notice electronically via FBO at https://www.fbo.gov. The Government will not provide printed copies of the solicitation. Interested firms should monitor FBO for the release of the solicitation and other updates related to this procurement. Inquiries or questions concerning this announcement may be submitted to the points of contact identified in this notice. The Government cannot commit to providing a response to every submission received. This pre-solicitation synopsis is for information only, and shall not be construed as a commitment by the Government to solicit contractual offers or award contracts. The Government is not soliciting, nor will it accept, proposals in response to this notice. This notice does not constitute a request for proposals, a promise to issue a request for proposals, or a promise by the Government to pay for information received in response to this synopsis notice or any subsequent synopsis notice. The information contained herein is subject to modification and in no way binds the Government to award a contract. Access to Controlled Solicitation Materials Certain FFG(X) technical data under this solicitation will be marked Distribution Statement D (Distribution authorized to DoD and U.S. DoD contractors only), and may be classified up to the SECRET level. Documents in the solicitation package that are marked with Distribution Statement D will be available on FBO to only those prospective offerors that are authorized to access export controlled documents. This level of access requires prospective offerors to hold a current certification through the Defense Logistics Agency Logistics Information Service's Joint Certification Program (JCP). Additionally, classified materials will be distributed directly to only those prospective offerors that hold the appropriate facility security clearance level. All prospective offerors seeking access to Distribution D or classified materials must first submit a completed Controlled Solicitation Materials Access Request form. The Government will use the information provided in the form to validate each prospective offeror's JCP certification and clearance level. Upon successful validation, prospective offerors will be required to execute a terms of use agreement governing the authorized use and disposition of any controlled materials provided by the Government in connection with this procurement. Both a completed Controlled Solicitation Materials Access Request form and a fully executed terms of use agreement are required before the Government will grant access to any controlled solicitation materials. Prospective offerors may immediately submit a completed Controlled Solicitation Materials Access Request form to initiate the process of requesting access to controlled solicitation materials, prior to the release of the draft and final solicitation packages. NAVSEA will consider all feedback received, but cannot guarantee that specific suggestions or recommendations will be incorporated into the final solicitation. The event will kick off at 9:00 am with check-in for attendees commencing at 8:00am. This event will offer attendees amplifying information related to the FFG(X) DD&C draft solicitation, including an overview of the solicitation structure, key solicitation requirements, and the contemplated proposal evaluation factors. Advance registration is required to attend any aspect of this event. This event will be UNCLASSIFIED. Due to space constraints, the number of attendees will be limited. Each firm that intends to submit a proposal as a prime contractor under this solicitation may register up to a maximum of five (5) attendees for the event. Prospective subcontractors or vendors to a prime contractor may register up to three (3) attendees, subject to space availability. Following the conclusion of the event, the Government will disseminate to all attendees an industry day participant list, consisting of companies, names, titles, email addresses, and phone numbers. Each firm interested in participating in this industry day must complete and submit the FFG(X) Industry Day Registration Form no later than 1:00pm on March 8, 2019. Submit the completed registration forms via email to the points of contact listed in this notice. Please reference your company name and ""FFG(X) Industry Day Registration"" (without quotes) in the subject line of the message. JPAS visit requests are not required for attendance. Do not assume that your registration has been accepted until the Government provides explicit approval. The Government will provide an approval notification no later than the close of business on Friday, March 15, 2019. The tentative agenda for the industry day includes program briefings through mid-morning, followed by a question and answer period. The Government anticipates that the event will conclude by noon. Further details regarding the event schedule will be provided directly to registered attendees. The Government encourages prospective attendees to submit questions about the procurement and draft solicitation package prior to the event. The Government, at its discretion, may address these questions during the industry day, and/or post written responses on FBO. Attendees will have the opportunity to submit additional questions during industry day and those questions may be addressed during the question and answer session or answered after the event via posting on FBO. The Government anticipates a high degree of industry interest in this event. Onsite registrations will not be accepted. The Government will not assume liability for any costs incurred by an attendee or for expenses related to travel or marketing efforts; therefore, attendee costs incurred as a result of this event will not be considered an allowable direct charge to the Government.
