Description
Architect-Engineer (A/E) Title II Construction Inspection (CI) and Quality Assurance (QA) services for the completion of the Joint Base Charleston PAX Terminal. The A/E shall Title II CI/QA shall review plans and specifications, as developed by the design A&E, to include standards applicable to such construction and ensure the construction contractor's full compliance throughout the construction process. Glick Boehm & Associates Inc. was awarded Title I services to complete the design and specifications for the Joint Base Charleston PAX Terminal under contract FA4418-12-D-0009. Ensuring continuity between Title I and Title II services is vital to the success of the project. Due to Glick Boehm & Associates Inc.'s involvement in the project from inception and serving as special consultants of record, they possess unique and invaluable knowledge of this project that another contractor cannot match. This knowledge will be critical to construction completion within the proposed time frame. Because Glick Boehm & Associates Inc. completed the Title I services, they would need to be involved in the Title II services regardless. Therefore, introduction of a new firm will jeopardize the timely completion of the project and result in substantial duplication of effort/cost the government is not expected to recover through competition. For the reasons mentioned and the risk associated with introducing a new firm for the PAX Terminal Title II services, the use of other firms would result in duplicate efforts and additional time/cost. It is most advantageous for the Government to award the Title II services to Glick Boehm & Associates Inc. in order to allow continuity between the Title I and Title II services. This notice serves as notice of intent to award a contract and is not a request for proposals and no solicitation is forthcoming. However, responsible sources that believe they can perform these services in their entirety must submit a written notification of interest and capability statement by 3:00 PM Eastern Daylight Time (EDT), January 28, 2020, which will be considered by the agency. The 628th Contracting Squadron will not be responsible for any costs incurred in response to this notice. Capability statements shall be submitted to the POC listed below. Capability statements submitted via a method other than the POC email below will not be considered. A determination by the Government not to compete this proposed action based upon responses to this notice is solely within the discretion of the Government. This notice in no way obligates the Government to award any contract or carry out any contract action. Messages from non-interested parties, such as professional market research firms requesting general information on this procurement, will not be considered. ANTICIPATED CONTRACT AWARD DATE: January 31, 2020
