Description

Portsmouth Naval Shipyard is seeking to accomplish a firm fixed price contract for inspection and repair of an air conditioning plant for�a Virginia class submarine. The proposed contract action is for products and services for which the Government intends to solicit only one source (Johnson Controls INC). This requirement is to provide the�services of a qualified Original Equipment Manufacturer (OEM) representative. The�OEM will�recieve, open, inspect, and report identified critical dimension information, as well as repair,�reassemble, test, and ship the RAC-134a unit back�to�Portsmouth Naval Shipyard.�Under the authority of FAR 6.302-1, only one responsible source and no other supplies or services will satisfy the�agency requirements. Johnson Controls INC owns�the proprietary equipment, proprietary drawings�and is experienced in performing the appropriate procedures and services required. Johnson Controls, INC, as the�OEM, is the only vendor that has performed this particular repair and able to accomplish the requirement�procedures. Information received will be considered solely for the purpose of determining whether to conduct a�competitive procurement. A determination by the Government not to compete this proposed contract based upon�responses to this notice is solely within the discretion of the Government. THIS NOTICE IS FOR INFORMATIONAL PURPOSES ONLY. THIS IS NOT A REQUEST FOR PROPOSAL. IT DOES NOT CONSTITUTE A SOLICITATION AND SHALL NOT BE CONSTRUED AS A COMMITMENT BY THE GOVERNMENT. RESPONSES IN ANY FORM ARE NOT OFFERS AND THE GOVERNMENT IS UNDER NO OBLIGATION TO AWARD A CONTRACT AS A RESULT OF THIS ANNOUNCEMENT. NO FUNDS ARE AVAILABLE TO PAY FOR PREPARATION OF RESPONSES TO THIS ANNOUNCEMENT. ANY INFORMATION SUBMITTED BY RESPONDENTS TO THIS TECHNICAL DESCRIPTION IS STRICTLY VOLUNTARY.
