Description
Synopsis for Services: COMBAT SURVIVOR EVADER LOCATOR (CSEL) UHF BASE STATION (UBS) SUPPORT Solicitation Number: N66001-20-R-6001. The solicitation is intended to be published 15 days preceding this announcement. A. The Naval Information Warfare Center Pacific (NIWC Pacific) hereby publicizes its intention to solicit for the following services to provide support for the Combat Survivor Evader Locator (CSEL) Ultra High Frequency (UHF) Base Station (UBS) network and communications infrastructure at 747th Communication Squadron (CS) Joint Base Pearl Harbor Hickam (747CS), Hawaii; U.S. Naval Computer and Telecommunications Station Sicily, Naval Air Station (NAS) Sigonella Sicily; and the Naval Telecommunications Area Master Station Atlantic (NCTAMSLANT) Norfolk, Virginia, including upgrades, testing and training. The goal is to maintain a fully operational 24/7 UBS that allows for greater success in survivor/evader recovery. B. The places of performance for this task are the following: 747th CS Joint Base Pearl Harbor Hickam, Hawaii, Naval Telecommunication Station Sicily, NAS Sigonella Sicily, Naval Telecommunications Area Master Station Atlantic (NCTAMSLANT) Norfolk, Virginia and locations identified in paragraph 6.0 TRAVEL. The government will provide a desk, telephone and computer access (NIPRnet) for each site representative. C. The Government anticipates this effort to be a cost plus fixed fee (CPFF) type contract with a one base year from award, with four option year periods. D. The Government�s estimated level of effort for this procurement is estimated to be 9,000 hours per year. E. The Government�s estimated dollar range for this effort is: above $5million F. The applicable NAICS code is 541330 with a size standard of $41.5 million. G. The market research survey for this procurement, �Request for Information (RFI) for Services Procurements (CSEL)� was published on E-Commerce and FBO.gov on November 7th and reposted on November 18th 2019. G. The solicitation will be set-aside for 8(a) small businesses. H. The solicitation and any amendments will only be available electronically on the Naval Information Warfare Systems Command (NAVWAR) E-Commerce Web Page at https://e-commerce.sscno.nmci.navy.mil/, under NIWC Pacific - Open Solicitations. Matters posted on the web site are not terms of the solicitation unless the solicitation is written or amended to include such matters. It is estimated that the solicitation will be released 29 January of 2020 with responses due 30 days thereafter.
