Description
NAVSUP Fleet Logistics Center Bahrain intends to solicit and award a Firm-Fixed Price contract for emergent Dry-docking Ship-Repair effort for a U.S. Navy Vessel. This requirement is restricted to contractors who can offer a dry docking facility within the Kingdom of Bahrain. The requirement consists of 21 repair work items. This acquisition is being conducted under FAR 15, Contracting by Negotiation procedures.� Pursuant to FAR 5.202 (a) (12), this is a non-mandatory synopsis. This solicitation is intended only for sources duly authorized to operate and do business in the Kingdom of Bahrain as prescribed by DFARS 225.1103 (3). �This is a 100% full and open competition with geographical limitations within the Kingdom of Bahrain.� The associated North American Industry Classification System (NAICS) code is 336611. The Federal Supply Class (FSC) codes is J998. This acquisition will result in a single award for all the work items. System for Award Management (SAM): by submitting a bid, the bidder acknowledges the requirement that a prospective awardee shall be registered in the SAM database prior to award, during performance and through final payment of any contract resulting from this solicitation. If the bidder does not become registered in the SAM database in the time prescribed by the Contracting Officer, the Contracting Officer will proceed to award to the next otherwise successful registered bidder. Bidders may obtain information on registration and annual confirmation requirements via the SAM database accessed through https://www.sam.gov. Offeror's questions must be submitted in writing to: Primary Point of Contact: John Clayton, Contract Specialist, John.Clayton.IN@ME.NAVY.MIL; Secondary Point of Contact: Mr. Marco Turner, Contracting Officer, Marco.Turner@ME.NAVY.MIL. All questions concerning this acquisition must be submitted by 02 January 2019, 02:00 PM Bahrain local time. Questions will be answered via an amendment posted on beta.SAM.gov. The due date for submission of proposals is 04 January 2020 at 11:00 PM Bahrain local time. Proposal receipt time will be strictly enforced. AMENDMENT 0001� was issued on 31 December 2019 to provide the ship check schedule on 02 January 2020 at 10:00 AM Bahrain time and extend the due date for clarifications/questions to 02 January 2020 at 03:00 PM Bahrain local time. AMENDMENT 0002� was issued on 04 January 2020 to extend the due date and time for the receipt of the proposals to 05 January 2020 at 11:00 AM Bahrain local time. AMENDMENT 0003� was issued on 05�January 2020 to: a) Provide answers to the question and clarifications received from industry and update Section C�force protection and Section L. b) Provide ERRATA specifications and missing references. c) Extend the proposal submission due date to 07 January 2020 at 11:00 AM (Bahrain local time). AMENDMENT 0004� was issued on 07�January 2020 to: a) Amend the Request for Proposal (RFP) to add work item number 161-00-001 (No: 4 Stern tube and Bearing housing replace and preserve) to this RFP. b) The proposal already submitted/received for this requirement is no longer be valid/considered. Those interested offerors who initially submitted their proposal are hereby requested to resubmit their proposal in order to be considered for an award. c) The due date to submit a proposal is at 10:00 AM on 09 January 2020 (Bahrain local time). AMENDMENT 0005� was issued on 08�January 2020 to: a) Provide answers to the question and clarifications received from industry. b) The proposal submission due date remains the same on 09 January 2020 at 10:00 AM (Bahrain local time).
