Description
GENERAL: The National Park Service (NPS), Department of Interior (DOI), Interior Region 1 - North Atlantic - Appalachian (IR1), New England Major Acquisition Buying Office (NE-MABO) issues this Invitation for Bids (IFB) using the procedures of Federal Acquisition Regulation (FAR) Part 14, Sealed Bidding. This solicitation is issued electronically on the Beta.SAM.gov website at https://beta.sam.gov/ (Effective November 12th 2019, FBO.gov has retired). Bid documents will be available for download in Microsoft Word, HTML, Microsoft Excel, and Adobe PDF; Specifications will be available in Adobe PDF format; and drawings will be available in PDF format. Please Note: Paper copies of the solicitation will not be made available. Interested vendors and plan holders are required to visit the website periodically to check for amendments and other changes to the solicitation documents. Award is restricted to total small businesses in accordance Federal Acquisition Regulation (FAR) 6.203 -- Full and Open Competition After Exclusion of Sources, Set-Asides for Small Business Concerns. The IFB will be set-aside for 100% for Small Businesses under NAICS Code 238220, Plumbing, Heating, and Air-Conditioning Contractors, with a size standard of $16.5 million. Note: Performance of Work by Contractor - FAR clause 52.219-14, Limitation on Subcontracting applies. Based on the selected NAICS code, the Contracting Officer considers the work as ""Construction by special trade contractors"" therefore: ""The concern will perform at least 25 percent of the cost of the contract, not including the cost of materials, with its own employees."" See Special Instruction #1 through Special Instruction #6 for provisions concerning delivery of bids, bid package contents, and award. Title of Project: Rehabilitate Visitor Center HVAC System LOWE 247568 Location: Lowell National Historical Park Visitor Center, 246 Market Street, Lowell, MA 01852-1849. Description: The Work includes replacement of the HVAC system at the Visitor Center, including rooftop equipment, air handling equipment, and terminal units. Ductwork adjustments are included, along with associated electrical work. General construction includes modifications to doors and partitions, windows and louvers, and painting. The existing condition of all areas affected by the project activities will be documented in advance of the start of construction. All park property will be restored to pre-construction conditions unless otherwise agreed upon between the NPS and Construction Contractor in writing. Estimated Price Range: Between $500,000 and $1,000,000. Estimated Period of Performance: On-site construction to start no-earlier than 08/10/2020 and no-later than 08/28/2020 with all work completed by 02/24/2021. Wage Determination MA20200008 applies. Information on conducting a site-visit is found in FAR clause 52.236-27, Site Visit, See the Project Specifications section, attached hereto, entitled ""Temporary Facilities and Controls"" for information concerning any facilities, such as utilities, office space, and warehouse space, to be furnished during construction. All responsible sources may submit a bid which, if submitted in a timely manner, will be considered. It is the policy of the government to provide maximum practicable opportunities in its acquisitions to small business, veteran-owned small business, small disadvantaged business, and women-owned small business concerns. Such concerns must also have the maximum practicable opportunity to participate as subcontractors in the contracts awarded by any executive agency, consistent with efficient contract performance.
