Description
(i)�� �This is a combined synopsis/solicitation for commercial items, prepared in accordance with the format in subpart 12.6 of the FAR and as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a separate written solicitation will not be issued.� (ii)�� �Solicitation number 75H70420Q00004 applies, and is issued as a Request for Quotation (RFQ).� (iii)�� �This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2020-02.� (iv)�� �This requirement is�being solicited as a full and open competition�and the associated NAICS is 519130 with small business size standard of 1000 employees. (v)�� �A Firm-Fixed Priced Purchase Order is to be resulted from this RFQ. The Purchase Order will include one year base period and four (4) one year option periods. Offerors are to provide a firm-fixed price quotation for the each contract period. CLIN0001: Base Year (2/8/2020 � 2/7/2021) CLIN0002: Option Year 1 (2/8/2021 � 2/7/2022) CLIN0003: Option Year 2 (2/8/2022 � 2/7/2023) CLIN0004: Option Year 3 (2/8/2023 � 2/7/2024) CLIN0005: Option Year 4 (2/8/2024 � 2/7/2025) �� (vi)�� �This IHS Congressional and Legislative Affairs Staff (CLAS) requires access to a congressional news site and legislative tracking service. Service must provide up-to-date news and analysis, committee coverage, committee reports, bill comparison, latest U.S. Code, congressional testimony and customized email alerts. Service must provide ability to research and track legislation.� IHS is seeking contract sources with capability to provide sufficient and accurate information to meet the Agency�s needs.� The capability statement shall sufficiently address how the responder�s support services will be delivered for the proposed project. The qualifying response for this notice must ensure that the offeror has the experience and capacity to take part in this specific type of requirement. In particular, IHS/CLAS is seeking a Congressional news and legislative tracking tool that includes the following features and services:� ��� �Online congressional web search and tracking technology. ��� �Comprehensive and nonpartisan news of Congressional action, with breaking new alerts. ��� �Analysis, summaries and forecasts for all major bills before Congress with background information, floor debate, synopses, riders and prospects for passage. ��� �Bill tracker for every bill, with instant analysis on any actions. ��� �Side by side text comparison of Congressional bill text. ��� �Detailed nonpartisan congressional biographies � detail on each member�s state/district, priorities, style and voting record. �Includes assignments, posts and key staff contacts. ��� �Reliable and detailed listings of all scheduled floor, committee and subcommittee action, including type of meeting, agenda, date, time, place, chairperson, and witness.� ��� �Complete coverage of congressional bill markups, recorded votes, voting records for members and vote descriptions for all votes. ��� �Legislative impact to analyze and reports how pending bills before Congress affect current law and specific sections of U.S. Code. ��� �Web technology to alert users to new and updated news on bills and congressional action. ��� �Searchable database of transcripts, focusing on Congress and the federal agencies. ��� �Comprehensive source of CRS reports.� ��� �Database of the official Congressional Record of the proceedings and debates of Congress, edited to ensure it matches the print edition. ��� �Database of the Federal Register for the rules, regulations, proposed rules and notices of federal agencies, as well as executive orders, proclamations, and other presidential documents. ��� �Comprehensive collection of government source documents available, including draft bill text, agency documents, press releases, �Dear Colleague� letters, OMB, CBO and GAO documents, and other hard-to-find government reports. ��� �Searchable text of all enacted Public Laws. (vii)�� �The Purchase Order will include one year base period and four (4) one year option periods. When applicable, delivery and acceptance terms are FBO Destination. (viii)�� �The provision at 52.212-1, Instructions to Offerors � Commercial Items (Oct 2018) applies to this acquisition.� (ix)�� �52.212-2, Evaluation -- Commercial Items (Oct 2014) (a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: 1) Technical Capability including System usability for end-users; Degree of learning curve that the system will require; Offered system�s pre-existing reports and the ability to create ad-hoc reports; System flexibility to allow IHS the ability to manipulate and manage ad-hoc reports, data, alerts, and other capabilities; and Offeror�s documented quality assurance examples of system�s content and databases. 2) Price. Submission of the Technical Capability is limited to 20 pages and technical factors, when combined, are more important than price. All non-price factors are of equal importance.� (x)�� �Offerors shall include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications -- Commercial Items (Dec 2019), with its offer.
