- Page 1 of 1 INTRODUCTION: The Department of Veterans Affairs (VA), Program Contracting Activity Central (PCAC) anticipates soliciting bids and subsequently awarding a single, Firm-Fixed-Price contract for the design-bid-build Construction of a New Mental Health Building project located at 830 Chalkstone Ave, Providence, RI 02908. This is a design bid build (Construction) project. PROJECT DESCRIPTION: Provide all the necessary supervision, labor, equipment, material, transportation, and infrastructure required to complete work for the Construction of Mental Health Building Project, Providence VAMC. Work includes, but is not limited to, general construction, alterations, roads, walks, grading, drainage, electrical, mechanical, and certain other items. The project scope includes preparation of site for building operations including demolition and removal of existing structures/equipment, furnish labor and materials and perform work for VAMC Providence Mental Health Building Construction. The proposed freestanding three-story building will provide approximately 15,300 SF of new mental health program area. This freestanding building will be located on sloped land on the medical center campus. This project will also require corresponding site and utility work. ADMINISTRATIVE: The solicitation will be issued as a Request for Proposal (RFP) conducted in accordance with FAR Parts 15, 19, and 36 and will be evaluated in accordance with the procedures listed in the solicitation. The solicitation will be advertised as a total Service-Disabled Veteran-Owned Small Business (SDVOSB) Set-Aside. Offers received from other than SDVOSB concerns will not be considered. The applicable NAICS code is 236220 with a size standard of 36.5 million. The solicitation will be issued on or about December 20, 2019. The period of performance is approximately 600 calendar days from the issuance of the Notice to Proceed. This notice is NOT a request for competitive offers. The Magnitude of Construction is expected to be between $10,000,000 to $20,000,000. All questions must be submitted in writing to the issuing office via email to samantha.mihaila@va.gov.
