- THIS IS A PRE-SOLICITATION NOTICE AS REQUIRED BY FAR 5.203(a) AND FAR 36.313-2. THE ACTUAL SOLICITATION WILL BE AVAILABLE AFTER JANUARY 27, 2020. PROJECT TITLE: HVAC AND ELECTRICAL UPGRADES - BUILDING 159 PINE RIDGE AGENCY, SD BACKGROUND: The existing Pine Ridge administrative building was built in 1967 and is approximately 20,000 square feet. The existing HVAC system was installed in 1967 and is schedule for updating and replacement. The Tribe does not have the option to contract this project under P.L. 93-638, Subpart J, therefore the Bureau of Indian Affairs is soliciting this work to be done on behalf of the Tribe. The Tribes does have a TERO Ordinance that will apply. The current TERO Tax is 4% and is due prior to the Notice to Proceed being issued. A copy of the Ordinance will be made a part of the solicitation. DESCRIPTION: Contractor shall furnish the necessary personnel, materials, equipment and services as necessary to successfully complete the work as required by the contract documents and attachments. The scope of work includes renovation of the existing hot water HVAC system and to provide associated electrical upgrades. PROJECT LOCATION: The project is located in Pine Ridge, South Dakota, Shannon County. MAGNITUDE OF PROJECT: In accordance with FAR Part 36.204, the Project Magnitude is between $500,000 and $1,000,000. SOCIOECONOMIC PROGRAMS: This procurement is being set-aside as a Total Small Business Procurement. Only those vendors that are registered in SAM as a small business under the stated NAICS Code can submit a bid. Due to issues with SAM, all bidders will need to be registered and active at the time bids are due. Those not registered will be eliminated and determined as non-responsive. NAICS CODE: This procurement is being issued under NAICS Code 238220, Plumbing, Heating and Air Conditioning Contractors, with a small business size standard of $16.5m. PERMITS: Applicable Permits, archeological and environmental clearances have been acquired. DATES: Solicitation will be posted January 27, 2020. Bid Opening is set for February 27, 2020 at 3:00pm CT. The Government anticipates the award to be made by April 1, 2020. Notice to Proceed will be issued once bonding and insurance is provided, with 210 days to complete all work after Notice to Proceed (NTP) is issued. SITE VISIT: A site visit has been scheduled for 2:00pm (MT), February 4, 2020. Additional information will be available in the actual Solicitation document under Section L. BONDING: FAR Clause 52.228-15, Performance and Payment Bonds-Construction, will apply, along with FAR Clause 52.228-1 Bid Guarantee. Contractor will also comply with the Davis Bacon Act.
