- RESPONSES TO THIS NOTICE ARE DUE BY 11:59:00 PM Pacific, WHICH SUPERSEDES THE 11:59pm EASTERN RESPONSE TIME SHOWN IN THE GENERAL INFORMATION SECTION ABOVE. As a reminder, the response time identified in the Solicitation Instruction to offerors is the final authority of when responses are due. _____________________________________________________________________ Naval Information Warfare Center, Pacific (NIWC Pacific) intends to award a firm fixed price purchase order on a sole source basis to University of Hawaii at Manoa. The requirement is for research into the development of a Quantum Dot Photoemitter. The effort aims to develop novel methods and prototypes to manipulate nanomaterials for advancement of sensors and systems. This notice of intent is NOT a request for quote. A determination by the Government not to compete based upon responses to this notice is solely at the discretion of the Government. Questions by phone or fax will not be considered. Simplified Acquisitions Procedures under FAR Part 13 applies to this requirement. The applicable NAICS Code is 541713 and the size standard is 1000 employees.
