Description
The Naval Sea Systems Command (NAVSEA) intends to award a contract for the Multifunction Modular Mast (MMM) Payload Generation 2 System production, spares, and Engineering Services for submarines on potentially all classes to SEA CORP in Middletown, RI using other than full and open competition pursuant to 10 U.S.C. � 2304(c)(5), Authorized or required by statute, as implemented by FAR 6.302-5, and 10 U.S.C. � 2371b(f), authorizes the use of prototype Other Transactions (OTs) to acquire prototype capabilities and allows for those prototypes to transition into production without utilizing competition. The acquisition of Engineering Services is conducted under the authority of 10 U.S.C. 2304(c)(1), as implemented by FAR 6.302-1(a)(2)(ii), �Only one responsible source and no other supplies or services will satisfy agency requirements.� The MMM Payload System consists of two antennas, and their associated electronics equipment, in the MMM Payload Module and associated Below Decks Equipment (BDE).� The MMM Payload System supports the global superiority of the U.S. Navy by providing communication enabling capability for Unmanned Aerial Vehicle (UAV) command and control for U.S. Navy fleet submarines.� The MMM Payload System supports UAV, Electronic Warfare (EW), and other Radio Frequency (RF) operations from submarines. The Government intends to award a single contract for this effort and anticipates contract award in June of Calendar Year 2020. The anticipated contract shall cover FY2020-FY2024 requirements. This notice is not a request for competitive proposals.� Responses to this notice must be received by 15:00 EST on 27 January 2020.� Responses shall be submitted via e-mail to jason.chan1@navy.mil and reference solicitation number N00024-20-R-6208. NOTE: This is a synopsis intended to provide potential offerors with a summary of the subject procurement.� This notice is for information only, is subject to modification, and shall not be construed as a commitment by the Government to solicit contractual offers or award contracts.� The Government will not reimburse respondents for any questions submitted or information provided as a result of this notice.� If a solicitation is issued in the future, it will be announced via the Beta Sam page located at www.beta.sam.gov and interested parties must comply with that announcement.�
