This announcement constitutes the only solicitation; quotation and required documents are being requested. This solicitation is a request for quotations (RFQ). The Government intends to award a single Firm-Fixed Price (FFP) award contract. No quotes will be accepted past due date January 16, 2020 at 10:00 a.m pacific time The associated North American Industrial Classification System (NAICS) code for this procurement is 339112 with employee size standard of 1,000. The Department of Veterans Affairs, Regional Procurement Office West is seeking to purchase three (3) blood bank refrigerators for VA San Diego Healthcare System, Pathology & Laboratory Medical Service (PALMS). Below salient characteristics must be met with brand name or equal product. In accordance with FAR 52.211-6, the technical specifications for this requirement is listed as brand name or equal purchase description as authorized in FAR 11.104 (A)(B). Below are salient physical, functional, and performance characteristics that must be met with brand name or equal product. Below salient characteristics must be met with brand name or equal product: 1. Must be FDA 510K approved for blood storage. 2. Must be manufactured under a quality system compliant with FDA 21 CFR Part 820 (GMP). 3. Must maintain temperature range of 2C to 5.5C. 4. Must have a high and low audible alarm. 5. Must have a high and low alarm test system. 6. Needs solid leak proof slide-out metal shelves. 7. Must be able to do automatic defrost. 8. Must have touchscreen display with temperature graph that includes event log. 9. Must have capability to record temperature on a recording chart. 10. Needs battery back-up and power failure alarm. 11. Needs access port for external monitoring probes. 12. Dimensions: cannot be greater than 29w x 79h x 32d due to space limitations in lab. 13. Manufacturer warranty for compressor, parts and labor included with sale price. 14. Option for extended warranty. The information above is descriptive. The purpose is to accomplish salient characteristics to fulfill three (3) blood bank refrigerator requirements RPO - West seeks to procure for VA San Diego PALMS. It is responsibility of interested source to demonstrate to Government that interested source can provide a blood bank refrigerator that meets this requirement. Brand name information: Helmer MFR Part No: 5110120-1 Notice: No remanufactures or gray market items/ supplies will not be acceptable. Interested parties of RFQ must be an authorized reseller, distributor, or dealer of the O.E.M. (Original Equipment Manufacturer). Verification can be provided by an authorization letter or other documents from the OEM. Equipment shall be in accordance with the OEM terms and conditions. No exceptions, must be a manufacturer authorized distributor. Award shall be made to the vendor whose quotation offer most advantageous to the Government considering price. The government will evaluate information based on price evaluation. All vendors must submit the following required documents with offer: a. Copy of quote. b. Copy of authorized reseller/distributor of O.E.M. c. Proof product compliant with FDA 21CFR Part 820. d. Proof product certified 93/42/EEC. e. Proof product certified to ISO13485. All documents are required with offer. You will not be contacted for additional information. Not providing documents a, b, c, d and e will result in incomplete offer. Incomplete offer will result in not meeting Government requirement. Award shall be made to the vendor whose offer, accordance with solicitation, will be most advantageous to the Government. Vendor must submit all documents to be considered for award. Price evaluation This is an open-market combined synopsis/solicitation for the product as defined herein.��The government intends to award a purchase order or delivery order/task order as a result of this combined synopsis/solicitation that will include the terms and conditions set forth herein.
