Sources Sought Number: W9123819S0001 Draft Solicitation Number: W9123820R0002 Title: 2020 Optimized Remediation Contract for Beale AFB, CA This is a SOURCES SOUGHT SYNOPSIS for MARKET RESEARCH only. This announcement seeks information from industry, which will be used for preliminary planning purposes. No proposals are being requested or accepted with this synopsis. THIS IS NOT A SOLICITATION FOR PROPOSALS AND NO CONTRACT SHALL BE AWARDED FROM THIS SYNOPSIS. NO SOLICITATION, SPECIFICATIONS, OR DRAWINGS ARE AVAILABLE AT THIS TIME, OTHER THAN WHAT IS POSTED WITH THIS NOTICE. Responses are being sought from qualified SMALL and OTHER THAN SMALL business concerns possessing the technical/management expertise to execute the work requirements. The required work elements include, but may not be limited to the following: environmental remediation activities including environmental services, minor construction, and A&E services at Beale AFB. This requirement will be for environmental remediation activities at Beale AFB. The attached DRAFT Performance Work Statement (PWS) dated 24 May 2019 defines the scope of environmental services necessary to conduct site restoration. The range of activities include maintenance of established remedies, implementation of optimization to enhance remedial progress at applicable sites, and achievement of site specific objectives as identified in this contract. The Contractor shall undertake Environmental Remediation activities to achieve performance objectives (POs) at fifteen (15) Installation Restoration Program (IRP) sites and eight (8) Military Munitions Response Program (MMRP) sites. The resulting contract from the upcoming solicitation will be for a ten-year period. The resulting contract type is expected to be a Firm-Fixed Price. The purpose of this Sources Sought is to gain knowledge of interest, capabilities and qualifications of various members of industry, including the Other-Than-Small and Small Business Communities. The Government must ensure there is adequate competition among the potential pool of responsible contractors. This procurement is for: 1. Environmental Remediation Services 2. NAICS Code: 562910 - Environmental Remediation Services with Small Business size standard of 750 Employees 3. Set-Aside: To be determined after responses to the sources sought are received and evaluated. Prior Federal Government contract work is not required for submitting a response under this sources sought synopsis. The official Synopsis citing the solicitation number will be issued on Federal Business Opportunities www.fbo.gov (""FBO"") and inviting firms to register electronically to receive a copy of the solicitation when it is issued. The Government has yet to make a determination as to the acquisition source. It is anticipated that this acquisition will be awarded utilizing a Request for Proposal (RFP) Best-value Trade-off acquisition type. Firm's response to this Synopsis shall be limited to 10 pages and shall include the following information: -Firm's name, address, point of contact, phone number, and e-mail address. -Firm's CAGE and DUNS numbers if applicable. -Firm's interest in bidding on the solicitation when it is issued. -Firm's Capability Sheet as it relates to this project -Provide Example Projects: The firm should provide a brief description of the project, customer name, timeliness of performance, customer satisfaction, and dollar value of the project. -Provide at least one (1) example project demonstrating your firms ability and experience in managing work at various locations throughout a wide/multi-state geographical distance if applicable. -Provide three (3) but no more than five (5) example projects demonstrating experience of work similar to that described within the description provided above. -Firm's Business Size category: Other-Than-Small Business, Small Business, HUB Zone, Service Disabled Veteran Owned Small Business, Women Owned Small Business or 8(a). -Firm's Joint Venture information if applicable - existing and potential Interested Firms shall respond to this Sources Sought Synopsis no later than 11:59 PM Pacific Time 31 July 2019.
