Description
The purpose of this Sources Sought notice is to obtain industry comments on the draft statement of work, to determine interest in participation, and to determine the availability of potential small businesses (e.g., 8(a) business development participants, HUBZone small business concerns, service disabled veteran-owned small business concerns, and economically disadvantaged women owned small business (EDWOSB) concerns and women-owned small business (WOSB) concerns) to provide a range of applied political economy due diligence support and oversight throughout MCC�s program development and implementation processes across all MCC countries The information from this market research will help MCC plan their acquisition strategy. Firms are strongly encouraged to provide comments, questions, and suggestions relative to the project scope, methodologies and technologies, and approach. Any input that businesses or interested parties would like to provide will be reviewed and considered. MCC seeks service contractor(s) that can provide a range of applied political economy due diligence support and oversight throughout MCC�s program development and implementation processes across all MCC countries.� The activities below are understood to require a combination of literature review and field work.� MCC anticipates that some country teams may prefer stable relationships between contractors and country teams, such that ongoing technical guidance would be possible.� MCC also expects that contractors will work with (hire or partially subcontract to) local researchers as part of their research teams in order to ensure that the field work is informed by a deep understanding of local culture, relationships, language, and social/political dynamics. This notice is issued for informational and planning purposes only.� This is not a Request for Proposal (RFP).� It is not to be construed as a commitment by the Government to issue a solicitation or ultimately award a contract.� Responses will not be considered as proposals nor will any award be made as a result of this notice.� The Government will NOT be responsible for any costs incurred by interested parties in responding to this notice. SUBMISSION INFORMATION Responses shall be no more than 15 pages in addition to the standard informational or promotional literature of the submitting entity.� Responses must be in 8.5 x 11 inch format with one inch margins using 12 point font (Times New Roman or Arial), single spaced. Font size for graphics and tables is 10 point (Times New Roman or Arial). Marketing material is strongly discouraged, and limited to 1 page which counts against the page count limits described in #1 above. The submission shall be clearly marked as RFQ1404948.
