- NAWCAD AVD MECHANICAL TESTING LABORATORY DISCLAIMER THIS SOURCES SOUGHT IS FOR INFORMATIONAL PURPOSES ONLY.� THIS IS NOT A REQUEST FOR PROPOSAL.� IT DOES NOT CONSTITUTE A SOLICITATION AND SHALL NOT BE CONSTRUED AS A COMMITMENT BY THE GOVERNMENT.� RESPONSES IN ANY FORM ARE NOT OFFERS AND THE GOVERNMENT IS UNDER NO OBLIGATION TO AWARD A CONTRACT AS A RESULT OF THIS ANNOUNCEMENT.� NO FUNDS ARE AVAILABLE TO PAY FOR PREPARATION OF RESPONSES TO THIS ANNOUNCEMENT.� ANY INFORMATION SUBMITTED BY RESPONDENTS TO THIS TECHNICAL DESCRIPTION IS STRICTLY VOLUNTARY AND WILL NOT BE RETURNED. INTRODUCTION The Naval Air Warfare Center Aircraft Division (NAWCAD), Air Vehicle Department (AVD), Patuxent River, MD has a requirement to procure: (2) Test Frame Controller, (1) Servo- Hydraulic Test Frame, (2) Environmental Chamber, (3) Hydraulic Power Supply, (1) Test Frame Controller Upgrade (13) Existing Test Frame Computer and Software Upgrade, (1) 100 kN (22 KIP) Screw Driven Test System, (1) Screw Driven Electro-Mechanical Test Frame � All associated fixtures, load cells, cables, hoses, fluids, software, control equipment as well as calibration, on-site installation, commissioning, maintenance and operator manuals, and basic operator training will be included with this procurement. Please see draft SOW for additional information. MTS Systems Corporation is the Original Equipment Manufacturer (OEM) as well as the owner of the Technical Data Package for the hardware and software required for this effort. ANTICIPATED DELIVERY The anticipated delivery date is 01 June 2020. REQUIRED CAPABILITIES: 1. The interested party shall be capable of manufacturing, calibrating, and installing the required laboratory equipment. 2. The Government does not own or have rights to the engineering drawings and/or specifications needed to perform this work. This effort requires access to Original Equipment Manufacturer (OEM) drawings, computer software code, specifications and engineering data, or a mitigation strategy to provide a solution�without such technical data. In your response, please address this requirement. ELGIBILITY: The applicable NAICS code for this requirement is 334516, Analytical Laboratory Instrument Manufacturing, with a small business size standard of 1,000 employees. The Product Service Code is 6640, Laboratory Equipment and Supplies. Businesses of all sizes are encouraged to respond; however, each respondent must clearly identify its business size in its capabilities statement. Submit capability statements, of no more than twelve (12) pages in an electronic format (MS Word, PDF), to Miriam Raley and Rhonda Garcia, and reference NAWCAD AVD MECHANICAL TESTING LABORATORY on both the e-mail and all enclosed documents. Do not submit classified material. All proprietary material in the submission package should be clearly identified and will be treated in the strictest confidence.� All responses should include at a minimum the following items: 1. The Government will evaluate submitted capabilities to determine whether to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon response to this notice, is solely within the discretion of the Government.
