Description
***** This is a REQUEST FOR INTEREST ONLY! This request does not constitute a request for proposal, request for quote, or invitation for bid. The intent of this request is to identify potential offerors for market research purposes only. ***** Request for Information (RFI) Savannah River Nuclear Solutions, LLC (SRNS), which manages and operates portions of the Savannah River Site (SRS) under a Department of Energy (DOE) prime contract, seeks information from parties, capable of providing fully integrated Enhanced 9-1-1 (E911) System. The SRS complex is located approximately 15 miles south of Aiken, South Carolina and is 310 contiguous square miles. The approximate number of employees at SRS is ~12,000. Our site includes multiple site tenants, including the Department of Energy-Savannah River Operations Office (DOE-SR) and the Savannah River Research Campus (SRRC) which is offsite. Scope Summary/Description SRS intends to replace the current 9-1-1 system and its associated infrastructure using a design build approach. We desire to utilize an integrated E911 system that will connect to both the onsite and off-site E911 systems with appropriate cyber security boundaries established. System should include redundancy and reliability to ensure that single point failures will not impact system operation. One of the key components of the E911 system is the ability to locate the telephone calls originating location whether a land line or cellular call through GIS mapping service. The system should receive all caller information and location data which is then displayed on a GIS mapping for easy referencing. Accurate record keeping relative to the location of existing landlines is critical. The record keeping software must be accurate when provided to the 9-1-1 system when a call is made. The system should also handle new 9-1-1 technology, such as SMS (e.g. texting) to 9-1-1 and video to 9-1-1 that is slated for implementation in South Carolina in 2020, reducing response times and increasing safety of, for example, remote workers at SRS. Technical Support and training for system implementation, configuration along with maintenance to include scanning and patching is desired. Supplier's response to this RFI should include evidence of the following: Phased approached solution which allows one area to be switched over to the new technology (one at a time), sample/typical implementation plans, redundancy and failover capability, record keeping and technical support. Capability to integrate with the existing Avaya Aura Communications Manager Capability to integrate with AVAYA and the Motorola P25 Trunking system. Estimated license cost, concurrent users E-mail response addressing items 1 - 4 above shall be submitted by 5:00 pm est on February 3, 2020 to Barbara McCarty, via email barbara.mccarty@srs.gov. Supplier's response to this RFI does not guarantee they will be selected to participate in the RFP event.
