THIS IS A SOURCES SOUGHT NOTICE ONLY FOR IDENTIFYING SUPPLIERS FOR ONLINE WEB POSTAGE SUPPORT.� This not a solicitation announcement to request proposals or bids and no contract will be awarded from this notice.� No reimbursement will be made for any cost associated with providing information in response to this notice and/or follow-up information request.� No telephone calls requesting a solicitation will be accepted or acknowledged.�� The 81st RD Administrative Support Services Branch (ASSB) has a requirement for a non-personal services contract to provide personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items necessary to provide an online postage solution.� The contractor shall accomplish fielding of all software or online delivery systems to specified locations by the timeframe specified.� The Government will provide a comprehensive list of locations and contact information to assist with the initial set-up as well as continued performance requirements.�� �The 81st RD Administrative Support Services Branch (ASSB) is responsible for monitoring the daily mail activities of approximately 147 USAR centers in a nine state area, Puerto Rico, and the Virgin Island.� ASSB is requesting the services of a United States Service (UPS) approved contractor to provide 24/7 web-based postage directly via a secure internet website.� ASSB will need web-based postage, digital scales, fees, and supplies utilizing GSA Schedule 36, �The Office, Imaging, and Document Solution, Special Item 50-163, Mail Processing Machines, Systems, and Related Software� for schedule items. The intention of this Request for Quotation (RFQ) is to provide the potential contractor with a set of specifications that the potential contractor can meet in order to provide the agency with a cost-effective Web-based Postage Management System that enables complete visibility into postage spending and usage at all locations nationwide. Specifications for Web-based Postage Management System: Provide a web-based application system to download programs and upgrades to the system.� Must be able to support current operating system, which are Windows XP SP3 64 bit with internet Explorer 11 and newer (current OS standard, and Window 10 SP1 with internet Explorer 11 and newer future standard).� Both of these must support internet Explorer 11 and newer. 24/7 web-based postage directly via a secure internet site. Produce postage for 147-150 locations, geographically disbursed across the Continental United States (CONUS), Puerto Rico, and the Virgin Island. Allow these locations to print postage for various classes of mail. Provide the capability to track all postage costs and usage via an enterprise architecture and centralized login. Consolidate invoicing and payment system that allows for both invoices and postage to be paid by a centralized government accounting and payment system versus individual accounts.� Provide soft copy of invoice in downloadable spreadsheet format for easier payment process. The soft copy of invoices and postage use will include customized fields for each individual site location by cost codes (given by the agency) or other information that will expedite payment processing.� Require separate accounts and balances for locations with multiple users. Provide real time postage tracking and activity in report form by each location and user. Provide free digital scales, or the ability for the user to purchase a compatible off the shelf digital scale, automated and timely rate increases.� Meet all federal accountability rules.� Weighing, calculating, and printing of postage that can be physically affixed to each mail piece. Installation of required software or hardware. Ability to coordinate with USPS on registration and obtaining access to GSA schedule 48, licenses, fees, supplies. Provide access to a call center technical support. Must be an approved USPS mailing and shipping online postage vendor. Allow multiple user logins for each separate location per site license. The ability to purchase supplies from any vendor or brand that the organization chooses. Provide postage approved by United States Postal Service (USPS) in order to provide users with the highest level of USPS strategic sourcing discounts through GSA Schedule 48. The web-based postage service solution shall have exceptional customer service support, ongoing system maintenance and security, and user training for all mail users throughout 81st RD BASOPS area of responsibility (AOR). Develop and maintain an effective quality control program to ensure services are performed IAW this SOW. Develop and implement procedures to identify, prevent, and ensure non-recurrence of defective services and invoicing. Provide free training for users and administers.�������� Provide Enterprise reporting back two years with no costly software purchase or large meter hardware purchase.�������� ��� Potential sources are considered potential qualified businesses, relative to the North American Industry Classification Code (NAICS) 532420 Office Machinery and Equipment rental and leasing.� Please provide a brochure or internet link, DUNS, CAGE and indicate your business size.� The responses received will be used to determine set-asides in accordance with FAR Part 19 programs for any resulting solicitations.�
