Description
In accordance with FAR 13.106-1(b), Soliciting from a single source for purchases not exceeding the simplified acquisition threshold, the Contracting Officer may solicit from one source if it is determined the circumstances deem only one source reasonably available. In May 2018, the Rock Island District awarded a firm fixed price commercial contract W912EK17C0052, utilizing FAR part 12 procedures to Ross Labs LLC for two (2) each Hydrographic Survey Vessel (SV).� The requirement was solicited as 100% small business set aside with an associated North American Industrial Association System (NAICS) code 336612, Boat Building, with a completion date of one hundred eighty (180) days after award. The Survey Vessel (SV) Clark sank on the Illinois River due to extremely fast rising flood waters in October 2018.� The submergence of the vessel destroyed all major system components.� Repair and/ or replacement of all systems and components is required to return the vessel to service, as it is currently not operational.� Failure to return the vessel to service significantly impacts the navigation mission on the Illinois Waterway, which provides $500 million in transportation benefits to the navigation industry.� Because of this, failure to conduct hydrographic surveys on the river will result in increased commercial vessel groundings and navigation channel closures. The vessel has since been completely rebuilt with the exception of the ROSS Labs hydrographic survey components and the ROSS Labs components pertaining to the hydraulic boom controls for the sweep survey system. The Rock Island District currently maintains a fleet of survey vessels designed and manufactured by Ross Lab�s LLC of Edmonds, WA. The survey vessels are configured with Ross Lab�s proprietary hydrographic sounders, transducers, electronic survey equipment components, calibration equipment and ball check system. Since all survey vessels operate and perform with the same Ross Lab�s equipment, it is vital for the Rock Island District to maintain vital inventory of equipment which is interchangeable and compatible with multiple vessels. Thus allowing the Rock Island District to meet the needs of the US Army Corps of Engineers mission.
