Description
DEPARTMENT OF VETERANS AFFAIRS, BUTLER PA STATEMETN OF WORK Building 2 Security Screens 1. BACKGROUND 1.1 The Butler VA (529) requires materials and labor to install exterior security screens over six (6) window openings as part of the Building 2 renovation project. This contract is for the purchase, delivery and installation of exterior window security screens on Building 2 located at 325 New Castle Road Butler PA, 16001. Building 2 is a two-story brick building constructed in the 1930 s. Security screens will be shipped directly to the site and shall be installed per manufacturer recommendations during approved dates. All associated shipping/freight charges and installation wages shall be included. 2. SCOPE OF WORK 2.1 Contractor shall provide all materials, equipment and labor to install exterior mounted operable security screens over 6 window openings. The existing DELRAY brand windows were installed new in 2014. Although there are only 6 window openings, the actual number of security screens required to cover the window openings may be more. The contractor is responsible for supplying all materials, labor, tools and supplies to install the security screens. 2.1 A. Security screens shall match the existing security screens already installed on the building in style and color. Brand name of security screens shall be KANE Van-Guard model G-VNG-28X-O or equal. The security screens shall have but not be limited to the following features, characteristics, accessories and technical specifications: a. KANE brand name or equal Level 6 Operable VAN-GUARD security screens with Bitt Key Locks or equal. b. Baked powder coat finish to match existing security screen frames and mesh color c. Screen area shall be constructed of 12 mesh, .028 diameter stainless steel woven wire mesh. White painted mesh above horizontal divider and black painted mesh below horizontal divider. d. Heavy-duty concealed hinges e. Steel frames shall be constructed heavy gauge steel no less than 12 gauge f. Shop drawings shall be submitted to COR for approval prior to manufacturing to show details and specifications of window screens, frames, fasteners and details of attachment to surrounding materials. g. Site visit is required to measure openings for manufacturing and installation. h. Window security screens shall be installed to manufacturer specifications and shall have a standard commercial warranty. 2.1 B. The dimensions listed below are approximate and should not be used for manufacturing. Contractor shall conduct a site visit to verify opening dimensions. Attached photos correspond to the opening numbers 1-6 listed below. The room numbers that the window openings are in are as follows: #1 First floor rooms 116 &117 (This single opening is shared by 2 rooms) 8 6 wide x 6 7 tall #2 Second Floor room 215 3 5 � wide x 6 7 tall #3 Second floor room 214A (south side) 4 2 � wide x 6 7 tall #4 Second floor room 214A (south side) 7 9 wide x 6 7 tall #5 Second floor room 214A (north Side) 7 9 wide x 6 7 tall #6 Second floor room 214A (north Side) 4 2 � wide x 6 7 tall 3. GENERAL REQUIREMENTS a. Personnel working on site are required to follow all OSHA safety requirements. Contractor is responsible for providing all Personal Protective Equipment (PPE) to employees. b. Contractor is responsible for unloading, handling, unpacking materials; all garbage and debris to be removed by contractor. c. Contractor responsible for protecting the building and existing windows from damage while work is ongoing. Any damage shall be repaired at no cost to the VA. d. Contractor responsible for protecting the grounds and landscaping. Any damage shall be repaired an no cost to the VA. e. Any work being performed inside the building may require the contractor to follow infection control requirements to include but not be limited to the use of HEPA vacuums, air scrubbers, plastic barriers and negative air machines. 4. Installation Dates Contractor to schedule deliveries and work through VA Contracting Officer Representative (COR). Standard work hours are Monday Friday, 7:30 AM 4:00 PM. All work required for the installation of security screens shall be completed by 3/31/2020. The Butler VA Medical center, Contracting Department intends to issue a Request for Information (RFI) solicitation for Security Screens. The solicitation will be issued electronically and be available for downloading at http://www.fedbizopps.gov on or about April 20, 2019. The solicitation will be a Request for Quote and will be issued as a SDVOSB (service disabled veteran owned small business) Set-Aside. The closing date for the receipt of offers will be set forth in the RFQ. Paper copies, faxed copies, or e-mail copies of the solicitation will not be provided. Interested parties are solely responsible for monitoring the above website for posting of the RFQ and any amendments hereto. The Government will not pay for the information received. By submitting an offer, the offeror is self-certifying that neither the requestor nor the principal corporate officials and owners are currently suspended, debarred, or otherwise ineligible to receive contracts from any federal agency. Failure to do so may represent grounds for refusing to accept the offer. By submission of an offer, the contractor acknowledges the requirements that a prospective awardee must be registered in the System for Award Management, (SAM), database prior to award. Lack of registration in the SAM database will make a contractor ineligible for award. Contractors may obtain information on registration and annual confirmation requirements via the Internet at https://www.sam.gov/portal/public/SAM/.
