Description
***This is a request for information only. This is not a request for quote/proposal/bid and there is no solicitation package available at this time.*** The Air National Guard, 131st Mission Support Group Contracting Office is seeking sources to conduct an Entry Control Point (ECP) Feasibility Study at Jefferson Barracks Air National Guard Base, MO. Description of Service: Conduct feasibility study/A-E planning charrette (~Type A-1 design) to identify the best configuration for Entry Control Point(s) layout for Jefferson Barracks ANGB, MO. Feasibility study shall evaluate options for projects of the following scopes, and shall recommend the best option for the base and for cost efficiency: Military Construction (MILCON) of $6.0M or more total project cost, Unspecified Minor Military Construction (UMMC), $2.0 to $6.0M cost, and minor construction (EEIC 529) less than $2.0M total cost. The study shall produce figures of each option, descriptions of proposed construction procedures and timelines, and programmatic cost estimates for each option. The requirement shall include United Facilities Criteria (UFC) compliant entry control points with pop-up denial barriers, adequate hardening to protect security personnel, and proper traffic flow for personally-owned and commercial vehicle traffic. New construction will be required to meet this criteria, and the study is required to determine the optimal course of action. NOTE: Jefferson Barracks, established in 1826, is a uniquely historic installation and all new construction must be coordinated with the Missouri State Historic Preservation Officer (SHPO), including boundary construction. This acquisition is being considered for a Small Business set-aside, including further socioeconomic set-asides (SDVOSB, HUBZone) and we are anticipating a firm fixed priced contract. A site visit will be scheduled upon solicitation release. A Statement of Work/Performance Work Statement is currently being drafted and will be made available once complete for additional feedback.
